According to data of the provincial Department of Industry and Trade, in 2023, the province had numerous activities in the field of IC development. In terms of policies, the department coordinated with relevant units to advise the provincial People's Committee in issuing decisions to adjust and supplement the establishment of Yen Duong and Thinh Lam ICs, and expand Dong Coi IC. They also provided recommendations for the provincial People's Committee to research and survey Rang Dong, Nghia Phong and Nghia Lac ICs in Nghia Hung District, and Hop Hung and Thanh Quang ICs in Vu Ban District.

The provincial Department of Industry and Trade reviewed and proposed that relevant authorities make IC development part of Nam Dinh Province’s 2021-2030 plan, with a vision to 2050.

In 2023, province-based ICs attracted 15 investment projects totaling VND606.5 billion in investment capital. They have been so far home to 619 production and trading establishments with 21,377 workers and a total registered capital of more than VND6.671 trillion, VND4.933 trillion plus of which has already been invested.

As a province with a strong industrial sector, Nam Dinh has been giving priority to creating a favorable production environment to attract investment in this sector. In line with this direction, one of the important solutions proposed by Nam Dinh to achieve an industrial production index growth rate of 14.5 percent or higher in 2024 is to focus on mobilizing resources, especially social resources, to invest in the construction of ICs according to approved plans.

Efforts will be made to accelerate the completion of infrastructure in some ICs to attract secondary investors. There will be continued promotion of investment in ICs according to the plans, along with administrative reforms, enhanced competitiveness, and promotion of attracting major investors.

Furthermore, encouragement and favorable conditions will be provided for production units in craft villages to relocate to ICs in order to minimize environmental pollution. The development planning of ICs will be closely linked to the local-to-central-level sectoral development plans, ensuring coordinated and consistent implementation in accordance with the Law on Planning.
