Relevant agencies have issued a full set of legal documents and operational guidelines, while localities have completed training, infrastructure preparations and security arrangements.Candidate selection — the most critical stage of the election process — has been conducted in an open, democratic and transparent manner, ensuring both continuity and renewal. Following the third consultative conference, the National Election Council officially announced a list of 864 candidates running for seats in the 16th National Assembly across 182 constituencies nationwide.For People's Councils at all levels, the official lists include 4,223 candidates for provincial-level councils and 121,242 candidates for commune-level councils, ensuring representation from various social groups, sectors and regions.Voter registration has also been carried out in strict accordance with regulations, with more than 78 million voters nationwide eligible to cast their ballots. One notable improvement is the transition from manual voter list management to digital systems, helping shorten processing time, improve accuracy and reduce administrative workloads at the grassroots level.Inspection, supervision and the settlement of complaints and denunciations have been implemented systematically to ensure fairness and transparency. New-generation trade deals such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Regional Comprehensive Economic Partnership (RCEP), and free trade agreements with the European Union and the Eurasian Economic Union have opened vast market opportunities for Vietnamese goods.During the 2025 - 2029 period, four Asian economies India, Vietnam, Indonesia, and the Philippines are projected to rank among the world’s top 30 economies in terms of both trade size and growth.Notably, Vietnam is forecast to rank fifth globally in terms of trade growth scale during this period.Updated projections released in early 2026 further reinforce the positive outlook. The average Consumer Price Index (CPI) in the first two months rose by 3 percent year-on-year. The monetary market and exchange rates were basically stable, while public debt, Government debt and national external debt remained well below statutory ceilings.&nbsp;All three economic sectors recorded positive growth. The Index of Industrial Production (IIP) rose by 10 percent in the first two months, compared to 7.5 percent in the same period last year. Agricultural production remained stable, meeting increased consumption demand during the Lunar New Year (Tet) holiday.Domestic consumption continued to improve, with total retail sales of goods and consumer service revenues increasing by 8 percent. Tourism rebounded strongly as Viet Nam welcomed 4.7 million international visitors, up 18 percent year-on-year.Notably, the S&amp;P Global Viet Nam Manufacturing Purchasing Managers’ Index reached 54.3 points in February, signaling expansion in manufacturing and business activities for eight consecutive months since July 2025.&nbsp;State budget revenue in the first two months reached VND 601.3 trillion (US$22.89 billion), equal to 23.8 percent of the annual estimate and up 13.1 percent year-on-year. The increase came despite tax, fee and charge reductions and extensions totaling approximately VND 30.2 trillion, reflecting improved economic activity and effective revenue management.Total import-export turnover hit US$155.7 billion, marking a 22.2 percent year-on-year increase. Exports rose by 18.3 percent, while imports climbed by 26.3 percent. The trade deficit stood at US$2.98 billion, largely due to increased imports of production materials, which reached US$74.7 billion and accounted for 94.1 percent of total imports—indicating strong demand for inputs to support manufacturing and export activities.Development investment continued to deliver positive outcomes. Public investment disbursement was estimated at 5.6 percent of the annual plan in the first two months, with the absolute amount rising by VND 10.9 trillion compared to the same period last year.Foreign direct investment (FDI) inflows also improved. Newly registered FDI totaled over US$3.5 billion, up 61.5 percent year-on-year, while disbursed FDI reached US$3.2 billion, an increase of 8.8 percent.&nbsp;Business activity showed renewed dynamism, with nearly 64,500 enterprises entering or re-entering the market in the first two months—up 29.4 percent year-on-year. The surge reflects improving business confidence and supportive policy measures.Tet gifts were provided to 6.2 million beneficiaries, with total funding exceeding VND 3.7 trillion. Nearly 15,300 tons of rice were distributed to support disadvantaged households. Prior to Tet, Viet Nam Social Security disbursed two months’ pensions in advance to approximately 3.55 million beneficiaries, totaling nearly VND 45 trillion.The “Quang Trung Campaign” was implemented successfully, repairing nearly 34,800 homes and constructing nearly 1,600 new houses, completing the work 15 days ahead of schedule. However, Vietnamese tuna still faces various policy risks in key markets,” a VASEP representative noted.According to VASEP, exports to the United States in 2026 are expected to encounter more challenges and may stagnate. From January 1, 2026, the Fisheries Service under the National Oceanic and Atmospheric Administration (NOAA) will require shipments to obtain a Certificate of Admissibility (COA) to qualify for export to the US market. The certification aims to verify species composition, harvesting methods and fishing locations of products not subject to import restrictions under the Marine Mammal Protection Act (MMPA).This requirement could increase the risk of customs delays or order disruptions if documentation and verification processes are not fully aligned. Producing a wider range of high value-added steel productsDeputy Prime Minister Bui Thanh Son has signed Decision No. 261/QD-TTg, dated February 9, 2026, approving the Strategy for the Development of the Steel Industry to 2030, with a vision to 2050.The Strategy aims to develop the steel industry with a focus on high-quality products that meet national and international standards, diversify product lines, and gradually shift toward higher value-added, environmentally friendly steel, while maximizing the use of fuel resources.The sector is expected to meet domestic demand, rapidly expand exports, enhance competitiveness, and participate more deeply in global value chains. Finished steel output is projected to grow by 4.5 - 5.5% per year, reaching 40 - 43 million tonnes. Per capita steel consumption is expected to reach 340 - 360 kg per year. Steel products will meet 85 - 90% of domestic demand, with exports continuing to expand. The share of high value-added steel, such as alloy steel, stainless steel, and high-quality steel for manufacturing, industrial production, transport vehicles (automobiles, shipbuilding, railways), energy, and defense and security manufacturing will continue to increase.Looking ahead to 2050, the Strategy sets a target for crude steel production to grow at an average rate of 4.0 - 4.5% per year, reaching 65 - 70 million tonnes. Finished steel output is expected to grow by 3.5 - 4.0% per year, reaching 75 - 80 million tonnes. Per capita steel consumption is projected at 570 - 650 kg per year. The steel industry will largely meet domestic demand while steadily increasing exports and participating more deeply in global steel supply chains.Strong investment in technologyIn terms of development orientation, the Strategy focuses on steel products in which Vietnam has advantages and strong demand but which are not yet produced domestically. Priority will be given to projects using advanced and modern technologies, producing green steel, alloy steel, and steel for manufacturing industries, with a view to developing highly competitive products capable of integrating into global value chains. Enhancing the application of science and technology in production is emphasized to improve productivity and product quality in line with international standards.The spatial distribution of steel production will be planned rationally based on geographical advantages, with large-scale projects concentrated in localities that have deep-water ports, favorable infrastructure conditions, renewable energy resources, and suitable production inputs. Linkages across the value chain, from research and raw material supply to production and consumption will continue to be strengthened.The Strategy also sets out specific orientations for priority products, raw material sources, energy supply, enterprise development in the steel sector, domestic and export markets, technology, and spatial planning of production.To achieve these objectives, the Strategy proposes a range of tasks and solutions covering policy mechanisms, market development, science and technology, human resources, environmental protection, and targeted measures for specific steel product groups. These include developing domestic technologies to produce high-strength steel plates, prestressed steel, steel for prestressed reinforced concrete, corrosion-resistant stainless steel for maritime and island infrastructure, and ultra-light steel for transport equipment; as well as cold-rolled light steel and steel for shipbuilding.Research will also focus on producing steel materials for energy infrastructure, rail steel for high-speed railway development, seamless steel pipes for liquefied gas transportation, seamless pipes for shipbuilding, wind power towers, and steel products for defense and security manufacturing.<blockquote>In recent years, Vietnam’s steel industry has achieved significant progress, ranking among the top 15 steel-exporting countries worldwide. The selection of products participating in the fair has ensured high quality, attractive designs, packaging and diversity. During my visit to the booths, I saw a wide range of goods that well meet the needs of consumers.In addition, services supporting the organisation of the fair have been well prepared, facilitating public access for sightseeing and shopping, from transport arrangements to small but practical amenities such as shopping trolleys provided for customers. I consider this a very positive point.Notably, the fair has harmoniously combined economic development and product promotion with traditional cultural spaces of localities and of Vietnam, vividly reflecting national cultural identity throughout the exhibition area.Today, I personally witnessed cultural performances by ethnic communities from Son La, along with several cultural activities held in the central area, and could clearly feel the enthusiasm and joy of the people. In particular, the Law on Electricity No. 61/2024/QH15 serves as the highest legal framework governing Vietnam’s power sector in a comprehensive manner toward sustainability, green growth and modernization. The law prioritizes renewable energy development, including wind and solar power; promotes self-production and self-consumption mechanisms; encourages private investment; and institutionalizes energy transition policies, especially for offshore wind power.Compared with previous electricity regulations, the Law on Electricity No. 61/2024/QH15 introduces several new provisions, including policies to promote green energy transition by encouraging renewable, new and smart energy sources toward emission reduction targets; strong development of rooftop solar power through clear incentive mechanisms for self-produced and self-consumed rooftop solar systems, with reduced administrative procedures for households and businesses.At the same time, the law establishes a solid legal framework for offshore wind power development, a new energy source with significant potential in Vietnam. Allowing adjustments and updates to planning without altering overarching objectives, major orientations or total capacity by power source structure represents a notable advancement.This mechanism helps remove bottlenecks related to project progress, synchronization between power sources and grids, and replacement of delayed projects, while enhancing proactive management and supervision of planning implementation, and maintaining planning discipline and power control.Third, the resolution clearly demonstrates a spirit of administrative reform and reduction of compliance costs for businesses.
