A survey entity is an organization applying for the allocation of a marine area to conduct surveys in preparation for the development of an offshore wind power project.2. A survey entity must satisfy the following conditions:a) It must have minimum equity capital of VND 1 billion (US438 million) for each MW of offshore wind power capacity proposed in its application for the allocation of a marine area for survey purposes. Where a survey entity applies for the allocation of marine areas to survey multiple offshore wind power projects, its minimum equity capital must correspond to the aggregate MW capacity of all proposed offshore wind power projects.b) It must satisfy the conditions and capability requirements specified at Points a, b, dd, and e, Clause 1, Article 26 of Decree No. 58/2025/ND-CP detailing a number of articles of the Law on Electricity regarding the development of renewable energy and new energy power.c) It must provide a written commitment not to seek reimbursement of any survey costs under any circumstances, except where the survey entity is an enterprise wholly owned by the State and assigned the task by a competent authority in accordance with Point a, Clause 2, Article 27 of the Law on Electricity No. 61/2024/QH15.3. Documents evidencing compliance with the financial capacity requirement prescribed in Point a, Clause 2 above must include at least one of the following copies:a) Audited financial statements of the survey entity for the two most recent years;b) A financial support commitment issued by the parent company;c) Other documents demonstrating the financial capacity of the survey entity.4. The survey entity shall submit the documents specified in Clause 3 above, together with the application dossier for the allocation of a sea area, to the authority responsible for receiving applications for sea area allocation. The order and procedures for appraising applications for the allocation of marine areas for offshore wind power project surveys shall be carried out in accordance with the laws on marine and island natural resources and environment.<h3 style="text-align:justify;">Conditions for offshore wind power investment projects supplying electricity to national power system</h3>The Decree stipulates conditions for enterprises preparing dossiers requesting approval of the investment policy for offshore wind power investment projects supplying electricity to the national power system under the power development plan and expected to commence operation during the 2025–2030 and 2031–2035 periods.1. An enterprise preparing a dossier requesting approval of the investment policy, concurrently with the approval of the investor for an offshore wind power project supplying electricity to the national power system under the power development plan and expected to commence operation during the 2025–2030 or 2031–2035 period, must satisfy the following conditions:(a) It must contribute equity capital of no less than 20 percent of the project's total investment capital and provide a lending commitment from a bank, foreign bank branch, or other credit institution for the remaining capital required for the proposed offshore wind power project;(b) If the enterprise is a foreign investor or a foreign-invested economic organization, it must satisfy the conditions prescribed at Points (c), (d), and (dd), Clause 1, Article 28 of Government Decree No. 58/2025/ND-CP and hold an equity stake of at least 15 percent in the project;(c) Where the enterprise is a domestic enterprise with no foreign investors as members or shareholders, it must hold an equity stake of at least 5 percent in the project.2. Whether the investor submitting the dossier requesting approval of the investment policy under Clause 1 above is a consortium of two or more enterprises, the condition specified at Point (a), Clause 1 shall be determined based on the combined financial capacity of all consortium members.This Decree shall take effect from July 4 this year and remains in force until December 31, 2030./.

The Government has promulgated Decree No. 272/2026/ND-CP on detailed implementation of Resolution No. 253/2025/QH15 dated December 11, 2025 of the National Assembly on mechanisms and policies for national energy development during the 2026–2030 period.

<figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2026/7/2/xangdau-17829576009561997007205.jpg" alt="Gov’t extends fuel tax cuts by three months- Ảnh 1."></figure>Under the Resolution, tax incentives currently applicable to gasoline and fuel-related raw materials would remain in effect from July 1 to September 30.The Government also agreed to extend the implementation of Decree 72, which provides preferential import tariff reductions for certain fuel products and related inputs.Existing reductions in environmental protection tax and value-added tax (VAT) on gasoline and aviation fuel will be maintained.The Ministry of Finance noted that the extension would help stabilize the domestic petroleum market, strengthen energy security and support macroeconomic stability amid continued volatility in global energy markets.Since late March, the Government has introduced a series of tax relief measures on petroleum products, reducing environmental protection taxes on gasoline, diesel and aviation fuel to zero, cutting the special consumption tax on gasoline to zero, and removing VAT on those products while allowing businesses to continue claiming input tax deductions.The measures were initially set to remain in force until June 30.For the aviation sector, maintaining preferential tax treatment for aviation fuel is expected to help lower operating costs for airlines as global oil prices remain subject to fluctuations./.

The Government has issued a Resolution on extending tax reduction measures on gasoline and aviation fuel until September 30, three months beyond their scheduled expiry at the end of June.

The national energy labeling program serves as a state management tool to encourage the use of high-efficiency products, gradually phase out outdated technologies, and foster a culture of sustainable consumption within the community.The program has made a significant contribution toward achieving the target of reducing national energy consumption by 8 - 10% during the 2019 - 2030 period under the National Program on Economical and Efficient Use of Energy.According to the latest national energy statistics, the industrial sector accounts for more than 50% of Vietnam's total energy consumption. Surveys and practical assessments indicate that Vietnamese industries have the potential to reduce energy consumption by between 20% and 30%. Meanwhile, with annual growth in newly commissioned building floor space exceeding 40%, the energy-saving potential in Vietnam's building sector is estimated at 30 - 35%. These efforts enabled the system to successfully meet record-high electricity loads.On May 27, 2026, the national peak load reached 57,189 MW, the highest level ever recorded. The objective is to bring projects into operation as quickly as possible to ensure adequate electricity supply for socio-economic development and people's daily needs during the upcoming period of accelerated growth, while supporting the goal of achieving double-digit economic growth.In recent years, the Government, the Prime Minister and the Standing Government have issued numerous directives and official dispatches aimed at ensuring sufficient electricity supply for production, business activities and daily life. The Prime Minister has personally inspected projects, urged progress and resolved difficulties to accelerate the implementation of power generation and transmission projects. Photo: Thanh Minh.&nbsp;&nbsp;&nbsp;However, the implementation of power generation and transmission projects under the revised Power Development Plan VIII continues to face various obstacles related to mechanisms, policies and investment procedures, creating potential risks of power shortages in the future if timely and decisive measures are not taken.Deputy Minister Nguyen Hoang Long said that the ministry has established 14 working delegations to help remove obstacles facing power projects under the revised Power Development Plan VIII in provinces and cities nationwide. The ministry has also issued numerous documents requesting local authorities to implement projects and resolve bottlenecks, including reporting difficulties arising from both legal regulations and implementation processes.In addition, to implement Resolution No. 70-NQ/TW dated August 20, 2025, issued by the Politburo on ensuring national energy security through 2030 with a vision to 2045, the ministry advised the Government in submitting to the National Assembly Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development during the 2026-2030 period. The resolution is intended to address institutional bottlenecks that have hindered development in recent years, accelerate power projects and ensure energy security during the 2026-2030 period.To effectively implement Resolution No. 253/2025/QH15, the ministry has also issued three documents requesting local authorities to review and prepare proposals for updating and adjusting power projects in their localities.Deputy Minister Nguyen Hoang Long urged Ho Chi Minh City to continue working closely with the ministry in reviewing, advising on and proposing the formulation or amendment of legal documents related to the electricity sector to facilitate investment in power projects in line with practical requirements. This is a prerequisite for the city to maintain its role as the country's economic engine and achieve its growth targets in the coming years. This is not only a professional responsibility of the electricity sector but also an important political task for the Ministry of Industry and Trade, power groups and corporations, and local authorities.
