Producing a wider range of high value-added steel productsDeputy Prime Minister Bui Thanh Son has signed Decision No. 261/QD-TTg, dated February 9, 2026, approving the Strategy for the Development of the Steel Industry to 2030, with a vision to 2050.The Strategy aims to develop the steel industry with a focus on high-quality products that meet national and international standards, diversify product lines, and gradually shift toward higher value-added, environmentally friendly steel, while maximizing the use of fuel resources.The sector is expected to meet domestic demand, rapidly expand exports, enhance competitiveness, and participate more deeply in global value chains. A key objective is to restructure the product mix to progressively substitute imported steel particularly alloy steel, tool steel, and special steel products for domestic manufacturing industries.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/02/10/5-11312780.png" alt="By 2030, products of the steel industry are expected to meet around 80 - 85% of domestic demand."></figure>By 2030, products of the steel industry are expected to meet around 80 - 85% of domestic demand.By 2030, crude steel production is projected to grow at an average rate of 7 - 8% per year, reaching 25 - 26 million tonnes annually. Domestically produced steel will basically meet 80 - 85% of domestic demand, while the share of exports will gradually increase.&nbsp;The proportion of high value-added steel products, such as alloy steel, stainless steel, and high-quality steel serving manufacturing, transport, and energy sectors will continue to rise.By 2035, crude steel production is targeted to grow at an average rate of 6 - 7% per year, reaching 33 - 36 million tonnes. Finished steel output is projected to grow by 4.5 - 5.5% per year, reaching 40 - 43 million tonnes. Per capita steel consumption is expected to reach 340 - 360 kg per year. Steel products will meet 85 - 90% of domestic demand, with exports continuing to expand. The share of high value-added steel, such as alloy steel, stainless steel, and high-quality steel for manufacturing, industrial production, transport vehicles (automobiles, shipbuilding, railways), energy, and defense and security manufacturing will continue to increase.Looking ahead to 2050, the Strategy sets a target for crude steel production to grow at an average rate of 4.0 - 4.5% per year, reaching 65 - 70 million tonnes. Finished steel output is expected to grow by 3.5 - 4.0% per year, reaching 75 - 80 million tonnes. Per capita steel consumption is projected at 570 - 650 kg per year. The steel industry will largely meet domestic demand while steadily increasing exports and participating more deeply in global steel supply chains.Strong investment in technologyIn terms of development orientation, the Strategy focuses on steel products in which Vietnam has advantages and strong demand but which are not yet produced domestically. Priority will be given to projects using advanced and modern technologies, producing green steel, alloy steel, and steel for manufacturing industries, with a view to developing highly competitive products capable of integrating into global value chains. Enhancing the application of science and technology in production is emphasized to improve productivity and product quality in line with international standards.The spatial distribution of steel production will be planned rationally based on geographical advantages, with large-scale projects concentrated in localities that have deep-water ports, favorable infrastructure conditions, renewable energy resources, and suitable production inputs. Linkages across the value chain, from research and raw material supply to production and consumption will continue to be strengthened.The Strategy also sets out specific orientations for priority products, raw material sources, energy supply, enterprise development in the steel sector, domestic and export markets, technology, and spatial planning of production.To achieve these objectives, the Strategy proposes a range of tasks and solutions covering policy mechanisms, market development, science and technology, human resources, environmental protection, and targeted measures for specific steel product groups. These include developing domestic technologies to produce high-strength steel plates, prestressed steel, steel for prestressed reinforced concrete, corrosion-resistant stainless steel for maritime and island infrastructure, and ultra-light steel for transport equipment; as well as cold-rolled light steel and steel for shipbuilding.Research will also focus on producing steel materials for energy infrastructure, rail steel for high-speed railway development, seamless steel pipes for liquefied gas transportation, seamless pipes for shipbuilding, wind power towers, and steel products for defense and security manufacturing.<blockquote>In recent years, Vietnam’s steel industry has achieved significant progress, ranking among the top 15 steel-exporting countries worldwide. On the afternoon of February 6 in Hanoi, Deputy Prime Minister Bui Thanh Son, Head of the Steering Committee for National Trade Fairs, visited and experienced the exhibition space of the Spring Fair. The selection of products participating in the fair has ensured high quality, attractive designs, packaging and diversity. During my visit to the booths, I saw a wide range of goods that well meet the needs of consumers.In addition, services supporting the organisation of the fair have been well prepared, facilitating public access for sightseeing and shopping, from transport arrangements to small but practical amenities such as shopping trolleys provided for customers. I consider this a very positive point.Notably, the fair has harmoniously combined economic development and product promotion with traditional cultural spaces of localities and of Vietnam, vividly reflecting national cultural identity throughout the exhibition area.Today, I personally witnessed cultural performances by ethnic communities from Son La, along with several cultural activities held in the central area, and could clearly feel the enthusiasm and joy of the people. This is particularly important in implementing the country’s two strategic goals toward 2030 and 2045, including reducing greenhouse gas emissions and promoting green economic development.Regarding energy security, the MoIT official emphasized that ensuring energy security is a consistent strategic orientation of the Party and the State and has been identified as a major, long-term direction in the country’s socio-economic development strategy. Resolution No. 70-NQ/TW on ensuring national energy security to 2030, with a vision to 2045, underscored that firmly safeguarding national energy security is a foundation and a critical prerequisite for national development, and an important component of national security.“Energy development is given the highest priority to meet the requirement of sustained growth of over 10% in the coming period and to realize the country’s two centennial goals. The national energy development plan must be implemented in a focused, unified, coordinated, disciplined and effective manner,”&nbsp; Tran Hoai Trang stressed.At the same time, Vietnam is pursuing synchronized and rational development and diversification of energy sources; prioritizing the full and efficient exploitation and use of renewable, new and clean energy sources; rationally exploiting and utilizing domestic fossil energy resources, with attention to stabilization, regulation and national energy reserves; developing nuclear power and gas-fired power; and adopting a roadmap to reasonably reduce the share of coal-fired power. An optimal structure of the national energy system is to be built, ensuring synchronization and efficiency while leveraging the comparative advantages of each region and locality.“Investment in and use of energy-saving and energy-efficient solutions are encouraged to reduce emissions, protect the environment, boost labor productivity and renew the growth model, considering this both a right and a responsibility of the whole society. In particular, the Law on Electricity No. 61/2024/QH15 serves as the highest legal framework governing Vietnam’s power sector in a comprehensive manner toward sustainability, green growth and modernization. The law prioritizes renewable energy development, including wind and solar power; promotes self-production and self-consumption mechanisms; encourages private investment; and institutionalizes energy transition policies, especially for offshore wind power.Compared with previous electricity regulations, the Law on Electricity No. 61/2024/QH15 introduces several new provisions, including policies to promote green energy transition by encouraging renewable, new and smart energy sources toward emission reduction targets; strong development of rooftop solar power through clear incentive mechanisms for self-produced and self-consumed rooftop solar systems, with reduced administrative procedures for households and businesses.At the same time, the law establishes a solid legal framework for offshore wind power development, a new energy source with significant potential in Vietnam. This reflects a systematic, synchronized and timely approach, rather than addressing each sector separately as in the past. Given rapidly rising energy demand, increasingly stringent requirements for emission reduction and environmental protection, and the goal of double-digit economic growth from 2026, this approach is both necessary and appropriate.Second, the resolution introduces flexible and timely mechanisms to address issues arising during the implementation of planning. Allowing adjustments and updates to planning without altering overarching objectives, major orientations or total capacity by power source structure represents a notable advancement.This mechanism helps remove bottlenecks related to project progress, synchronization between power sources and grids, and replacement of delayed projects, while enhancing proactive management and supervision of planning implementation, and maintaining planning discipline and power control.Third, the resolution clearly demonstrates a spirit of administrative reform and reduction of compliance costs for businesses. Interests and risks must be harmonized and fairly shared among the State, enterprises and the public.Regarding state management tasks related to the railway industry, the Prime Minister instructed the Ministry of Industry and Trade, in coordination with other ministries, to submit to the Government by January 15 draft decrees on task assignment and public procurement. He also requested an urgent report on the restructuring plan for Vietnam Railways Corporation and assigned the Corporation to develop a project for the advancement of the national railway industry.The Prime Minister further assigned specific tasks to ministries, sectors and localities for the implementation of individual railway projects.For the North - South high-speed railway project, the Ministry of Construction was tasked, based on directives from the Politburo, with selecting the most appropriate technology and submitting it to the Standing Government for reporting to the competent authorities, to be completed before January 15. The Ministry is also required to appoint qualified consultants to prepare the feasibility study report in accordance with relevant procedures, regulations and authority.In parallel, the Ministry of Construction is to coordinate with relevant ministries and agencies to study and propose suitable investment models, public investment, public-private partnership (PPP) or commercial investment, for submission at the next Steering Committee meeting. Localities and Vietnam Electricity (EVN) are to accelerate site clearance and technical infrastructure relocation in line with approved plans and the National Assembly’s Resolution adopted at the 10th session of the 15th Legislature. Viettel and VNPT are to continue implementing assigned tasks related to control and signaling systems and technologies.For the Lao Cai - Hanoi - Hai Phong railway project, concerning the progress of Component Project No. 2, the Ministry of Construction was instructed to complete the feasibility study and approve the project by June 2026, enabling early commencement. According to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, the Australian Anti-Dumping Commission (ADC) issued a notification on December 16, 2025, regarding the partial termination of its anti-dumping investigation into hot-rolled deformed steel reinforcing bar imported from Indonesia, Malaysia, Thailand, Turkey, and Vietnam.The investigation was initially launched on September 24, 2024, following an application filed by InfraBuild NSW Pty Limited under subsection No.269TB(1) of the Customs Act 1901. Based on the investigation findings, a review of the case files, and submissions from interested parties, the ADC decided to terminate the inquiry regarding specific enterprises from the subject countries, including Vietnam. Specifically, the commission determined that while one Vietnamese enterprise had engaged in dumping, the calculated dumping margin was less than 2 per cent of the weighted average export price. Under Australian regulations, this margin is classified as negligible, or de minimis. In accordance with Australian law, the applicant, InfraBuild, retains the right to seek a review of the termination decision by submitting a formal application to the Anti-Dumping Review Panel within 30 days of the notice’s publication.Although the ADC has terminated the investigation for one Vietnamese exporter, which was identified as the largest shipper of the subject goods during the investigation period, the Trade Remedies Authority of Vietnam has advised continued vigilance. This caution is particularly relevant given the possibility that the applicant may petition the Anti-Dumping Review Panel to reconsider the ADC's termination decision.&nbsp;Furthermore, relevant Vietnamese steel manufacturers and exporters are urged to closely monitor the remaining stages of the proceedings.
