Photo: Can DungAccording to Tran Hoai Trang, the forum took place at a time when Vietnam is accelerating its energy transition and improving institutions for sustainable energy development, aiming to ensure energy security that meets the requirements of rapid and sustainable national development in the coming period. This is particularly important in implementing the country’s two strategic goals toward 2030 and 2045, including reducing greenhouse gas emissions and promoting green economic development.Regarding energy security, the MoIT official emphasized that ensuring energy security is a consistent strategic orientation of the Party and the State and has been identified as a major, long-term direction in the country’s socio-economic development strategy. Resolution No. 70-NQ/TW on ensuring national energy security to 2030, with a vision to 2045, underscored that firmly safeguarding national energy security is a foundation and a critical prerequisite for national development, and an important component of national security.“Energy development is given the highest priority to meet the requirement of sustained growth of over 10% in the coming period and to realize the country’s two centennial goals. The national energy development plan must be implemented in a focused, unified, coordinated, disciplined and effective manner,”&nbsp; Tran Hoai Trang stressed.At the same time, Vietnam is pursuing synchronized and rational development and diversification of energy sources; prioritizing the full and efficient exploitation and use of renewable, new and clean energy sources; rationally exploiting and utilizing domestic fossil energy resources, with attention to stabilization, regulation and national energy reserves; developing nuclear power and gas-fired power; and adopting a roadmap to reasonably reduce the share of coal-fired power. An optimal structure of the national energy system is to be built, ensuring synchronization and efficiency while leveraging the comparative advantages of each region and locality.“Investment in and use of energy-saving and energy-efficient solutions are encouraged to reduce emissions, protect the environment, boost labor productivity and renew the growth model, considering this both a right and a responsibility of the whole society. Investment in energy-efficient and environmentally friendly technologies and equipment is also encouraged,” Tran Hoai Trang said.In addition, the application of science and technology, innovation and digital transformation is promoted to accelerate rapid and sustainable development of the energy sector. Vietnam is gradually mastering advanced technologies, including nuclear energy technologies, toward achieving autonomy in producing most energy equipment for domestic demand and for export, both in terms of technology and equipment. Photo: Can Dung.&nbsp;According to the MoIT representative, National Assembly resolutions have also contributed to completing the legal framework as a foundation for energy development. In particular, the Law on Electricity No. 61/2024/QH15 serves as the highest legal framework governing Vietnam’s power sector in a comprehensive manner toward sustainability, green growth and modernization. The law prioritizes renewable energy development, including wind and solar power; promotes self-production and self-consumption mechanisms; encourages private investment; and institutionalizes energy transition policies, especially for offshore wind power.Compared with previous electricity regulations, the Law on Electricity No. 61/2024/QH15 introduces several new provisions, including policies to promote green energy transition by encouraging renewable, new and smart energy sources toward emission reduction targets; strong development of rooftop solar power through clear incentive mechanisms for self-produced and self-consumed rooftop solar systems, with reduced administrative procedures for households and businesses.At the same time, the law establishes a solid legal framework for offshore wind power development, a new energy source with significant potential in Vietnam. It also encourages investment and competition by clarifying investor selection mechanisms for power projects, mobilizing socialized capital and facilitating domestic enterprises in developing power technologies.“Based on the Law on Electricity No. 61/2024/QH15, the Government has issued seven decrees providing detailed guidance, while the MoIT Minister has promulgated dozens of circulars to guide implementation of the law,” Tran Hoai Trang noted.An institutional pillar for the energy sectorProviding further information on the National Assembly resolution on mechanisms and policies for national energy development in the 2026 - 2030 period, the Electricity Authority leader said that Resolution 253 holds particularly important significance, both institutionally and in practical implementation, as the energy sector officially enters a new stage of development. This reflects a systematic, synchronized and timely approach, rather than addressing each sector separately as in the past. Given rapidly rising energy demand, increasingly stringent requirements for emission reduction and environmental protection, and the goal of double-digit economic growth from 2026, this approach is both necessary and appropriate.Second, the resolution introduces flexible and timely mechanisms to address issues arising during the implementation of planning. Allowing adjustments and updates to planning without altering overarching objectives, major orientations or total capacity by power source structure represents a notable advancement.This mechanism helps remove bottlenecks related to project progress, synchronization between power sources and grids, and replacement of delayed projects, while enhancing proactive management and supervision of planning implementation, and maintaining planning discipline and power control.Third, the resolution clearly demonstrates a spirit of administrative reform and reduction of compliance costs for businesses. A series of critical projects, including power grids and urgent oil, gas and coal projects, are exempted from investment policy approval procedures; power purchase agreement negotiation timelines are shortened; and authority is more clearly decentralized to local administrations.“These are highly practical, synchronized solutions aligned with the implementation of the two-tier local administration model, helping accelerate investment progress and bring power projects into operation sooner, thereby firmly strengthening national energy security,” Tran Hoai Trang said.It can be said that as the energy sector enters a new development cycle, Resolution No. 253/2025/QH15 of the National Assembly serves as an important institutional pillar, creating a legal corridor that is sufficiently broad yet rigorous, enabling the energy sector to develop in a safer, more efficient and more sustainable manner, as related sectors continue to supplement, revise and complete the legal system to ensure coherence and consistency.<blockquote>Through the forum, the organizers expect to help raise awareness and build social consensus on mechanisms and policies for national energy development, while providing practical foundations and scientific arguments to support policy refinement and the implementation of National Assembly resolutions.</blockquote>Le Van

This approach ensures consistency across the programme without rigid replication or formalism.From the investment preparation stage, Cao Bang province clearly identified the guiding principle that investment in border-area education must be well-prepared, methodical and sustainable. The design was developed based on careful studies of terrain and climate, with spatial organisation adapted to natural topography to minimise excavation and reduce costs. The project features a central community activity hub, rational layouts for classrooms, boarding facilities and common areas, optimised natural ventilation and lighting, and safe, continuous and sustainable operation suited to highland conditions.In this phase, Cao Bang is constructing 11 boarding school projects, including one sponsored by Hanoi, demonstrating the deep solidarity and shared responsibility of the capital with mountainous and border localities. The province has set a clear goal: all 11 schools will be completed on schedule and put into synchronous operation for the 2026 - 2027 academic year, ensuring stable and long-term learning and living conditions for students and teachers.Cao Bang pledged to strictly direct implementation in a transparent and lawful manner, ensuring progress, quality, safety and efficiency, so that each school truly becomes a solid foundation for education development in border areas.Lighting up the future along the frontierAddressing the ceremony, General Secretary To Lam underscored that investing in an inter-level boarding school at this location vividly demonstrates the Party and State’s deep concern for education and training. Heads of agencies and localities must take direct responsibility and personally oversee implementation.Project deployment must be guided by the principles of “three gains” and “two prohibitions.” The “three gains” include benefits for the State, for the people, and for businesses; the “two prohibitions” are no corruption or negative practices, and no waste or loss of public assets, resources or funds. Interests and risks must be harmonized and fairly shared among the State, enterprises and the public.Regarding state management tasks related to the railway industry, the Prime Minister instructed the Ministry of Industry and Trade, in coordination with other ministries, to submit to the Government by January 15 draft decrees on task assignment and public procurement. He also requested an urgent report on the restructuring plan for Vietnam Railways Corporation and assigned the Corporation to develop a project for the advancement of the national railway industry.The Prime Minister further assigned specific tasks to ministries, sectors and localities for the implementation of individual railway projects.For the North - South high-speed railway project, the Ministry of Construction was tasked, based on directives from the Politburo, with selecting the most appropriate technology and submitting it to the Standing Government for reporting to the competent authorities, to be completed before January 15. The Ministry is also required to appoint qualified consultants to prepare the feasibility study report in accordance with relevant procedures, regulations and authority.In parallel, the Ministry of Construction is to coordinate with relevant ministries and agencies to study and propose suitable investment models, public investment, public-private partnership (PPP) or commercial investment, for submission at the next Steering Committee meeting. Localities and Vietnam Electricity (EVN) are to accelerate site clearance and technical infrastructure relocation in line with approved plans and the National Assembly’s Resolution adopted at the 10th session of the 15th Legislature. Viettel and VNPT are to continue implementing assigned tasks related to control and signaling systems and technologies.For the Lao Cai - Hanoi - Hai Phong railway project, concerning the progress of Component Project No. 2, the Ministry of Construction was instructed to complete the feasibility study and approve the project by June 2026, enabling early commencement. The Ministry of Finance is responsible for ensuring sufficient funding for project implementation, including exploring favorable loan options where appropriate.Emphasizing the need to soon complete planning for the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway lines, the Prime Minister also approved and welcomed Quang Ninh province’s proposal to serve as the investor for the Hai Phong - Ha Long - Mong Cai line, in accordance with the law.Regarding urban railway projects, the Prime Minister commended Hanoi and Ho Chi Minh City for proactively implementing metro lines within their authority, ensuring connectivity and technology transfer. Priority should be given to railway links connecting Tan Son Nhat Airport and Long Thanh International Airport, as well as the Van Cao - Hoa Lac line in Hanoi. The Ministry of Construction and the Ministry of Science and Technology were tasked with studying and developing national technical standards for urban railways, while relevant ministries are to support the resolution of bottlenecks related to land clearance, capital and procedures.The Ministry of Construction, in coordination with the Ministry of Education and Training and Vietnam Railways Corporation, was assigned to effectively implement the Project on Training and Developing Railway Human Resources to 2035, with a vision to 2045. According to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, the Australian Anti-Dumping Commission (ADC) issued a notification on December 16, 2025, regarding the partial termination of its anti-dumping investigation into hot-rolled deformed steel reinforcing bar imported from Indonesia, Malaysia, Thailand, Turkey, and Vietnam.The investigation was initially launched on September 24, 2024, following an application filed by InfraBuild NSW Pty Limited under subsection No.269TB(1) of the Customs Act 1901. Based on the investigation findings, a review of the case files, and submissions from interested parties, the ADC decided to terminate the inquiry regarding specific enterprises from the subject countries, including Vietnam. Specifically, the commission determined that while one Vietnamese enterprise had engaged in dumping, the calculated dumping margin was less than 2 per cent of the weighted average export price. Under Australian regulations, this margin is classified as negligible, or de minimis. In accordance with Australian law, the applicant, InfraBuild, retains the right to seek a review of the termination decision by submitting a formal application to the Anti-Dumping Review Panel within 30 days of the notice’s publication.Although the ADC has terminated the investigation for one Vietnamese exporter, which was identified as the largest shipper of the subject goods during the investigation period, the Trade Remedies Authority of Vietnam has advised continued vigilance. This caution is particularly relevant given the possibility that the applicant may petition the Anti-Dumping Review Panel to reconsider the ADC's termination decision.&nbsp;Furthermore, relevant Vietnamese steel manufacturers and exporters are urged to closely monitor the remaining stages of the proceedings. The authority recommended that these entities proactively cooperate with Australian investigators by providing complete information when requested and maintain tight coordination with the Trade Remedies Authority to manage any emerging issues. In particular, Conclusion Notice No. 35-TB/TGV dated July 11, 2025, of the Central Steering Committee’s Working Group on science, technology, innovation and digital transformation assigns ministries to restructure administrative procedures and provide online public services under a centralized model integrated with the National Public Service Portal.Under this approach, the central level builds the system, while localities exploit and use it in a unified manner ensuring consistency, convenience for citizens and businesses, cost savings, avoidance of duplicate investments, and overcoming fragmented, decentralized local systems.Implementing this mandate, the MoIT conducted field surveys in localities and assigned the iDEA, in coordination with VNPT, to develop the centralized administrative procedure information system in full compliance with guidelines under Official Dispatch No. 5721/BKHCN-CDSQG dated October 17, 2025, of the Ministry of Science and Technology on system architecture at ministerial and provincial levels.To date, the MoIT has completed the standardization of 277 administrative procedures under its decentralized authority and deployed them uniformly on the Ministry’s centralized system.The system is designed with a clear objective: establishing a shared platform at ministerial level for nationwide use, moving toward a single workflow, a unified set of electronic forms, and a centralized data system that is accurate, complete, clean, dynamic, and consistent. Electronic forms are designed once and applied nationwide, while any regulatory updates or data adjustments are implemented centrally across the sector.Data generated throughout the processing of administrative procedures are centralized, gradually forming a comprehensive industry and trade database. This lays the groundwork for reducing and replacing paper-based dossiers and enabling seamless integration with the National Public Service Portal under a “national digital one-stop-shop” model.Clarifying governance roles in the centralized modelAlongside clarifying the overall model and technical platform, the conference focused strongly on local-level implementation considered the decisive factor for effective system operation. It is also a core requirement for ensuring the effectiveness of the “central build - local use” model.The unit governance framework is built around four main pillars: improving system operational efficiency; ensuring strict compliance with procedures and authority; enhancing provincial initiative; and maintaining complete, accurate, and unified administrative data. These are essential prerequisites for turning administrative data into a valuable resource for management, supervision, and administrative reform.Training content focused on helping administrators operate all key system components in a synchronized manner from organizational structures, user and time management, to data standardization of administrative fields, procedures, and workflows ensuring smooth, unified operation that meets practical management needs.Key elements such as agency directories, user lists, working time management, sector classification, and workflow configuration were highlighted as critical technical factors enabling automated deadline calculation, progress tracking, and compliance monitoring. These elements form the basis for enhancing transparency, accountability, and service quality for citizens and businesses.At the conclusion of the conference, the MoIT urged local authorities to promptly complete preparation tasks, actively participate in the pilot operation phase, and provide timely feedback on challenges, ensuring smooth and synchronized nationwide operation of the centralized administrative procedure information system from January 1, 2026.Beyond equipping officials with technical skills, the training conference underscored the MoIT’s determination to transform administrative procedure management from a fragmented model to a centralized, data-driven approach. The chief economist called on governments across the region to continue fostering open trade and investment to sustain growth momentum.ADB cautioned that risks to the region include renewed trade tensions, financial market volatility, geopolitical strains, and the possibility of a deeper-than-expected downturn in China's property sector.HSBC recently upgraded Viet Nam’s 2025 and 2026 growth forecast to 7.9 percent and 6.7 percent, respectively, the highest in ASEAN. UOB raised Viet Nam's growth forecast to 7.7 percent in 2025, while Standard Chartered predicted that the Vietnamese GDP growth would accelerate to 7.5 percent in 2025 and 7.2 percent in 2026./.
