He called on participants to review achievements, identify shortcomings and their underlying causes, and propose solutions focusing on the review of 2026 tasks and orientations for 2027; assessment of progress in addressing the major challenges already announced; development of a list of major challenges for the 2026–2030 period; finalization of the 2027 Information Technology Application and Digital Transformation Plan; and resolution of difficulties and obstacles encountered during implementation. At the meeting, the Department of Science and Technology reported on the results achieved during the first ten months of the year, along with key tasks for the final two months of 2026 and for 2027. Of the 17 assigned socio-economic targets, eight had been achieved or exceeded, while the remaining nine were still being implemented. The city allocated VND 866.254 billion from the state budget for science and technology development, innovation and digital transformation, equivalent to 1.52% of its total local budget expenditure in 2026.

Director of the Department of Science and Technology Than Trung Kien speaks at the meeting. In digital transformation, efforts continued to improve institutional and policy frameworks, develop digital infrastructure and shared platforms, and build digital data resources. As of October 21, 2026, the Department of Science and Technology offered 271 administrative procedures, of which 238 were available as fully online public services. The department received 2,244 applications, all submitted online. Of these, 2,204 were processed on time, 34 were being processed within the prescribed time limit, and six were overdue.Despite these achievements, implementation continued to face challenges, including shortages of human resources, inadequate information technology infrastructure at some agencies, difficulties in connecting and sharing sector-specific data, and obstacles relating to mechanisms for implementing certain science and technology and innovation tasks.Regarding the major challenges identified for 2026, 21 tasks had been announced, comprising 16 city-level tasks and five commune-level tasks. Of these, two had been completed, six remained under implementation, and eight were proposed for removal from the list because shared systems were already available, the tasks had been incorporated into other projects or programmes, or they were no longer aligned with practical needs. The review aims to concentrate resources on urgent priorities and avoid duplicated, fragmented or inefficient investment. For the 2026–2030 period, the Department of Science and Technology had invited departments, agencies, local authorities, associations and businesses to propose major challenges, providing a basis for developing a list that reflects practical needs.

Deputy Director of the Department of Science and Technology Le Xuan Tam presents a report at the meeting. The draft 2027 Information Technology Application and Digital Transformation Plan sets out orientations for further strengthening digital infrastructure, improving connectivity and interoperability, enhancing data utilization, developing digital platforms, adopting emerging technologies, ensuring information security, and improving service quality for citizens and businesses.Proposed tasks and projects must stem from actual needs, clearly define deliverables and expected outcomes, demonstrate investment effectiveness, and be supported by feasible resource allocations. They must also avoid duplication, fragmented implementation and wasteful spending.Representatives of departments, agencies and local authorities discussed difficulties in connecting and sharing sector-specific data, upgrading information technology infrastructure, ensuring cybersecurity and network security, implementing online public services, disbursing science and technology funding, improving workforce quality, and establishing mechanisms to attract talent.Participants also focused on criteria for reviewing, selecting and proposing major challenges for the 2026–2030 period. They stressed that proposed tasks must address genuine practical needs, be urgent, and be feasible for the relevant agencies, units and local authorities.

Senior Colonel Than Van Duy, Deputy Director of the Bac Ninh City Public Security speaks at the meeting. In his concluding remarks, Vice Chairman Dao Thanh Truong acknowledged and commended the efforts and results achieved by the Department of Science and Technology and other departments and agencies.Digital transformation initiatives had been implemented in a relatively coordinated manner, while the shared data repository and the Intelligent Operations Center (IOC) had begun to demonstrate their value in supporting leadership, management and operational decision-making. Notably, the city's Provincial Innovation Index (PII) score reached 50.96 points, placing Bac Ninh fifth nationwide. However, given that science and technology, innovation and digital transformation are designated as key breakthrough priorities, the Vice Chairman stressed that future efforts must deliver substantive, measurable results that citizens and businesses can clearly experience. He emphasized that implementation must not become a box-ticking exercise focused merely on producing reports.Regarding the approach to implementation, he called on agencies to shift decisively from merely “implementing documents” to “designing policies”. Agencies were required to proactively review the effectiveness of the 25 legal normative documents already issued before proposing new regulations. He also urged departments to draw lessons from the recent proposal to remove eight major challenges from the list, ensuring that actual bottlenecks are accurately identified before technological solutions are sought. This approach is intended to prevent scattered priorities and initiatives pursued merely as a trend.

Deputy Director of the Department of Finance Nguyen Thuy Linh speaks at the meeting. The Department of Science and Technology was tasked with strengthening its capacity to anticipate strategic technology trends, including artificial intelligence, the semiconductor industry and the data economy, so that the city could act proactively. The Vice Chairman stressed that agencies must not shy away from difficult tasks or seek extensions or exemptions from assigned targets. As a case in point, the department was instructed to proactively commission research into methodologies for measuring the contribution of science and technology to gross regional domestic product (GRDP).At the same time, the city will assess performance based on applied products with clearly identified end users. It will pursue greater flexibility in commissioning research and procuring services, while allowing for risks inherent in research activities. The city will also leverage its status as a centrally governed municipality to propose special policy mechanisms, link science and technology with key industrial sectors, and strengthen its workforce by building a team of dedicated personnel with the practical capacity to deliver results.Regarding immediate priorities, Dao Thanh Truong requested that the Department of Science and Technology urgently complete a comprehensive review of all tasks assigned for 2026, ensuring that the 2027 work plan could be implemented from the beginning of the year.

Vice Chairman Dao Thanh Truong delivers his concluding remarks. For the list of major challenges for the 2026–2030 period, departments and agencies must submit their proposals before November 10, 2026, with the finalized list scheduled for completion and announcement before December 15, 2026. Relevant sectors are responsible for accurately identifying operational and professional bottlenecks, while the Department of Science and Technology will work alongside them to translate these challenges into technology-related problems that can be addressed through research and innovation.Regarding the 2027 digital transformation plan, agencies must carefully assess the feasibility of proposed initiatives and the resources required for their operation and maintenance to avoid fragmented investment. For the IOC system in particular, the city called for a decisive shift towards API-based connectivity to enable automatic data updates. Artificial intelligence should also be applied to proactively analyze information, generate alerts and deliver them directly to city leaders, rather than requiring them to access the system manually. The Vice Chairman also instructed the Department of Science and Technology and the Office of the Bac Ninh City People’s Committee to compile all outstanding issues relating to financial mechanisms and science and technology development funds, clarify the authority responsible for addressing each issue, and promptly translate the meeting’s conclusions into a detailed action plan for strict implementation by all relevant agencies and units./.P.H

Along previously narrow roads, many households have voluntarily donated land and dismantled fences and gates to widen roadways, improving local travel and trade while gradually upgrading residential infrastructure. In recent years, Trung Chinh Commune has reviewed and identified roads requiring upgrading and expansion, with main roads planned to be at least 7 meters wide and secondary roads at least 4 meters wide. With an emphasis on promoting the role of residents as key participants, local authorities have stepped up public communication and mobilization efforts to build consensus throughout implementation. To date, 250 households across the commune have voluntarily donated nearly 4,000 square meters of residential land to widen five main roads in local villages.

Deputy Secretary Tran Huy Phuong and Chairwoman the City Fatherland Front Committee Nguyen Thi Ha inspect rural road expansion works in Trung Chinh Commune. Thanks to the collective efforts and close collaboration of local residents, many roads have been progressively widened and paved, enhancing the overall appearance of residential areas and contributing to a more modern, well-maintained living environment. However, site clearance has fallen approximately six months behind the schedule set in the contracts. In Sub-area 112.1, the project covers approximately 299 hectares with a total implementation cost of more than VND 19.714 trillion. Compensation and support plans have been approved for 1,096 households, covering more than 50% of the project area, of which 543 households have received payments. In Sub-area 112.3, the project covers approximately 199 hectares with a total implementation cost of more than VND 11.171 trillion. It also seeks to reduce multidimensional poverty and foster comprehensive development in ethnic minority and mountainous regions, thereby narrowing development gaps across the country.By 2030, the Program targets raising average rural incomes to 2.5–3 times the 2020 level, reducing the multidimensional poverty rate in ethnic minority and mountainous areas to below 10 percent, ensuring that around 65 percent of communes meet new-style rural standards, and enabling five provinces and centrally governed cities to complete their new-style rural development goals. The State budget allocated to the Program for 2026–2030 is estimated at VND 423 trillion, including VND 100 trillion from the central budget, around VND300 trillion from local budgets and approximately VND 23 trillion in policy credit. The Program comprises two components. The first, implemented nationwide, focuses on rural infrastructure, economic development, education, healthcare, culture, environmental protection and digital transformation. The second targets ethnic minority and mountainous areas through dedicated policies on infrastructure, residential and production land, clean water, livelihood development and cultural preservation.A key feature of the new phase is greater decentralization under the principle of "Localities decide – Localities implement – Localities take responsibility." Performance will be measured primarily by tangible outcomes and improvements in people's living standards, rather than by input indicators.

Institutional framework completed as funding allocation advancesBy the end of June 2026, the Ministry of Agriculture and Environment, in coordination with relevant ministries and agencies, had issued 54 implementation guidelines, one month ahead of the Government's schedule. It also published a practical implementation handbook and organized eight training courses for approximately 12,000 officials nationwide. At the local level, 31 of the country's 34 provinces and centrally governed cities have completed the classification of commune groups, 17 localities have promulgated implementation plans, and 23 provinces and cities have established provincial steering committees. The Ministry has also finalized a proposal to allocate VND 70 trillion in medium-term public investment capital for 2026–2030 and submitted a plan to distribute VND 9 trillion from the central budget for the Program in 2026.However, the disbursement of carry-over funds from the 2021–2025 period remains slow, while several localities have yet to finalize implementation plans, consolidate organizational structures or complete investment procedures.Removing bottlenecks to accelerate implementationIn the coming period, the Program will translate its 2030 objectives into detailed five-year and annual implementation plans while further strengthening decentralization and accountability. Priority resources will continue to be directed toward ethnic minority and mountainous areas, disadvantaged communes, border regions and island communities. The Program will also promote green and circular rural economic development by supporting OCOP (One Commune One Product) products, traditional craft villages, rural tourism, digital transformation and improvements in rural living standards.Meanwhile, the Ministry will continue strengthening the capacity of local officials, improving information systems and databases, modernizing monitoring and evaluation mechanisms, and reinforcing oversight of public investment to ensure efficiency while preventing waste and losses.

During the second half of 2026, the focus will be on rolling out the Program comprehensively at the grassroots level, addressing delays in issuing implementation documents, allocating capital and disbursing funds, with the goal of fulfilling all planned targets and budget objectives for the year.Central ministries and agencies will continue to promptly resolve implementation bottlenecks, finalize capital allocation plans and provide guidance to localities, while increasing inspections in areas with slow progress. Local authorities have been urged to promptly establish steering committees, complete five-year implementation plans, allocate funding in detail, review ongoing projects, accelerate investment procedures and land clearance, improve disbursement rates, and strengthen on-site supervision, with greater accountability placed on local leaders. With its institutional foundation now largely in place and a comprehensive set of implementation measures underway, the 2026–2030 National Target Program is expected to drive significant progress in new-style rural development, sustainable poverty reduction and socio-economic advancement in ethnic minority and mountainous areas, contributing to higher living standards and more modern, green and sustainable rural development.P.H

Six months after the launch of the 2026–2035 National Target Program (Phase I: 2026–2030) on new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas, the Ministry of Agriculture and Environment, together with relevant ministries, sectors and localities, has largely completed the institutional, organizational and financial groundwork. The progress provides a solid foundation for the Program to move from the preparation phase to full-scale implementation at the grassroots level.
