Certain vehicles that fail to meet emission standards may face restrictions or bans.&nbsp;To support this transition, the city is developing policies to encourage the use of clean vehicles, which are expected to be submitted to the municipal People's Council in early 2026.The system will be monitored through a combination of surveillance cameras, emission measurement devices, and an integrated AI-driven data platform, alongside QR codes and automated toll collection to ensure transparent and effective management.Experts stress that implementation should be carried out cautiously, with well-coordinated policies to ensure both feasibility and long-term effectiveness.Dr. Pham Sy Thanh, Director of the Center for Economic and Strategic Research, noted that transitioning to green transportation is a long-term process requiring careful preparation and a vision spanning at least a decade. He suggested a phased approach—first improving the efficiency of internal combustion engine vehicles, then shifting to new-energy vehicles, and ultimately developing an intelligent transport system.From a policy standpoint, Nguyen Xuan Thuy of the University of Economics under Viet Nam National University, Ha Noi, and a consultant to the United Nations Industrial Development Organization, emphasized the need to align transport policies with the development of the domestic automobile and motorcycle industry. She noted that the transition should not only address congestion and pollution, but also support emissions reduction and the growth of a green industrial sector.International experience shows that effective transport transformation requires a coordinated mix of policy tools. Financial incentives—such as subsidies for electric vehicles and tax and fee reductions—are crucial in the early stages to stimulate demand. These should be complemented by regulatory measures, including low-emission zones, emission labeling, and emission-based charges.Infrastructure development is also key. Expanding charging networks, battery-swapping systems, and requiring charging facilities in buildings can help ease concerns and improve access for users transitioning to electric vehicles.According to the Ha Noi Department of Agriculture and Environment, the city is developing a roadmap for low-emission zones tailored to local conditions. Disruptions in the Strait of Hormuz are pushing global energy markets into sharp volatility, on a scale considered to exceed the oil shocks of the 1970s, forcing many countries to urgently deploy measures to secure supply and stabilize their economies.On March 22, the International Energy Agency (IEA) warned that disruptions in the Strait of Hormuz are creating the “largest energy bottleneck in history,” as a route carrying around 20% of global oil and gas supply has been nearly paralyzed since late February. From March 16 to 18, the 12th Meeting of the Joint Committee on the Implementation of the Regional Comprehensive Economic Partnership (RCEP) Agreement (RJC 12) took place in Wellington, New Zealand, with the participation of representatives from 10 ASEAN Member States and 5 partner countries: China, Japan, the Republic of Korea, Australia, and New Zealand. In addition, participating countries were updated on the progress of building the RCEP Agreement's website to enhance access to information for businesses and the public.Regarding the membership expansion process, the meeting discussed issues related to the review of applications from interested economies. Viet Nam has a large and growing pool of software engineers, a rapidly expanding AI ecosystem and relatively low research and development (R&amp;D) costs, all of which strengthen its competitiveness in this field.Second, Viet Nam's position within the regional electronics supply chain. The production of drones requires a range of components, including chips, cameras, sensors, motors and batteries. These are widely manufactured across the East Asian supply network, placing Viet Nam in a strategically advantageous location for efficient sourcing and production.Third, competitive manufacturing costs. Drones are categorized as light electronic and mechanical products that can be assembled through modular production processes. Such products align well with Viet Nam's manufacturing capabilities and skilled technical workforce, allowing the country to remain globally competitive in terms of production costs.Fourth, strong domestic demand. Viet Nam offers numerous practical applications for drones, including agriculture, power grid inspection, forest and maritime surveillance and logistics. A large and diverse domestic market enables businesses to test, refine and scale their technologies quickly. In contrast, many countries have struggled to develop strong robotics industries due to the absence of a sufficiently robust home market.Minister Nguyen stressed that Viet Nam is entering a new stage of development. In this phase, technology enterprises will play an increasingly important role. In agriculture, the Mekong Delta already operates over 3,000 drones across 1.5 million hectares. The agricultural UAV and robotics market is predicted to reach US$ 363.7 million by 2030, up 4.76 percent annually. A single drone can spray or monitor 60–70 hectares per day, far exceeding the manual labor capacity of 1 hectare. In the electricity sector, one hour of UAV inspection can replace three days of manual work.With the issuance of Decree 288, dated November 5, 2025, regulating the management of unmanned aircraft and other flying vehicles, Viet Nam now has a clearer regulatory framework for unmanned aerial vehicles. Previously, UAVs were managed mainly under the Law on People’s Air Defence, where they were treated primarily as security-sensitive objects. The average Consumer Price Index (CPI) in the first two months rose by 3 percent year-on-year. The monetary market and exchange rates were basically stable, while public debt, Government debt and national external debt remained well below statutory ceilings.&nbsp;All three economic sectors recorded positive growth. The Index of Industrial Production (IIP) rose by 10 percent in the first two months, compared to 7.5 percent in the same period last year. Agricultural production remained stable, meeting increased consumption demand during the Lunar New Year (Tet) holiday.Domestic consumption continued to improve, with total retail sales of goods and consumer service revenues increasing by 8 percent. Tourism rebounded strongly as Viet Nam welcomed 4.7 million international visitors, up 18 percent year-on-year.Notably, the S&amp;P Global Viet Nam Manufacturing Purchasing Managers’ Index reached 54.3 points in February, signaling expansion in manufacturing and business activities for eight consecutive months since July 2025.&nbsp;State budget revenue in the first two months reached VND 601.3 trillion (US$22.89 billion), equal to 23.8 percent of the annual estimate and up 13.1 percent year-on-year. The increase came despite tax, fee and charge reductions and extensions totaling approximately VND 30.2 trillion, reflecting improved economic activity and effective revenue management.Total import-export turnover hit US$155.7 billion, marking a 22.2 percent year-on-year increase. Exports rose by 18.3 percent, while imports climbed by 26.3 percent. The trade deficit stood at US$2.98 billion, largely due to increased imports of production materials, which reached US$74.7 billion and accounted for 94.1 percent of total imports—indicating strong demand for inputs to support manufacturing and export activities.Development investment continued to deliver positive outcomes. Public investment disbursement was estimated at 5.6 percent of the annual plan in the first two months, with the absolute amount rising by VND 10.9 trillion compared to the same period last year.Foreign direct investment (FDI) inflows also improved. Newly registered FDI totaled over US$3.5 billion, up 61.5 percent year-on-year, while disbursed FDI reached US$3.2 billion, an increase of 8.8 percent.&nbsp;Business activity showed renewed dynamism, with nearly 64,500 enterprises entering or re-entering the market in the first two months—up 29.4 percent year-on-year. The surge reflects improving business confidence and supportive policy measures.Tet gifts were provided to 6.2 million beneficiaries, with total funding exceeding VND 3.7 trillion. Nearly 15,300 tons of rice were distributed to support disadvantaged households. Prior to Tet, Viet Nam Social Security disbursed two months’ pensions in advance to approximately 3.55 million beneficiaries, totaling nearly VND 45 trillion.The “Quang Trung Campaign” was implemented successfully, repairing nearly 34,800 homes and constructing nearly 1,600 new houses, completing the work 15 days ahead of schedule. Non-agricultural households numbered over 6.95 million, or 43.92 percent, up 3.89 percentage points./.

Vietnamese canned tuna products were present in around 80 markets; however, the 2025 landscape shows clear divergence: the United States maintained stability, the EU saw a sharp decline, while several Middle East - North Africa markets accelerated.In the 2025 market structure, the United States remained the largest pillar, with export value slightly higher than in 2024, reaching over USD 190 million. In contrast, exports to the EU fell sharply by 22% to around USD 57 million. Several European markets recorded notable decreases, including Germany (down 27%), Finland (down 3%) and Romania (down 36%), reflecting competitive pressures and uneven recovery in consumer demand. However, Vietnamese tuna still faces various policy risks in key markets,” a VASEP representative noted.According to VASEP, exports to the United States in 2026 are expected to encounter more challenges and may stagnate. From January 1, 2026, the Fisheries Service under the National Oceanic and Atmospheric Administration (NOAA) will require shipments to obtain a Certificate of Admissibility (COA) to qualify for export to the US market. The certification aims to verify species composition, harvesting methods and fishing locations of products not subject to import restrictions under the Marine Mammal Protection Act (MMPA).This requirement could increase the risk of customs delays or order disruptions if documentation and verification processes are not fully aligned. In addition, US reciprocal tariffs may further reduce the competitiveness of Vietnamese tuna products compared to rivals such as Thailand, Ecuador and Indonesia.VASEP believes that the global canned tuna market is projected to grow in the medium term, creating space for Vietnamese enterprises to broaden export markets. Producing a wider range of high value-added steel productsDeputy Prime Minister Bui Thanh Son has signed Decision No. 261/QD-TTg, dated February 9, 2026, approving the Strategy for the Development of the Steel Industry to 2030, with a vision to 2050.The Strategy aims to develop the steel industry with a focus on high-quality products that meet national and international standards, diversify product lines, and gradually shift toward higher value-added, environmentally friendly steel, while maximizing the use of fuel resources.The sector is expected to meet domestic demand, rapidly expand exports, enhance competitiveness, and participate more deeply in global value chains. Steel products will meet 85 - 90% of domestic demand, with exports continuing to expand. The share of high value-added steel, such as alloy steel, stainless steel, and high-quality steel for manufacturing, industrial production, transport vehicles (automobiles, shipbuilding, railways), energy, and defense and security manufacturing will continue to increase.Looking ahead to 2050, the Strategy sets a target for crude steel production to grow at an average rate of 4.0 - 4.5% per year, reaching 65 - 70 million tonnes. Finished steel output is expected to grow by 3.5 - 4.0% per year, reaching 75 - 80 million tonnes. Per capita steel consumption is projected at 570 - 650 kg per year. The steel industry will largely meet domestic demand while steadily increasing exports and participating more deeply in global steel supply chains.Strong investment in technologyIn terms of development orientation, the Strategy focuses on steel products in which Vietnam has advantages and strong demand but which are not yet produced domestically. Priority will be given to projects using advanced and modern technologies, producing green steel, alloy steel, and steel for manufacturing industries, with a view to developing highly competitive products capable of integrating into global value chains. Enhancing the application of science and technology in production is emphasized to improve productivity and product quality in line with international standards.The spatial distribution of steel production will be planned rationally based on geographical advantages, with large-scale projects concentrated in localities that have deep-water ports, favorable infrastructure conditions, renewable energy resources, and suitable production inputs. Linkages across the value chain, from research and raw material supply to production and consumption will continue to be strengthened.The Strategy also sets out specific orientations for priority products, raw material sources, energy supply, enterprise development in the steel sector, domestic and export markets, technology, and spatial planning of production.To achieve these objectives, the Strategy proposes a range of tasks and solutions covering policy mechanisms, market development, science and technology, human resources, environmental protection, and targeted measures for specific steel product groups. These include developing domestic technologies to produce high-strength steel plates, prestressed steel, steel for prestressed reinforced concrete, corrosion-resistant stainless steel for maritime and island infrastructure, and ultra-light steel for transport equipment; as well as cold-rolled light steel and steel for shipbuilding.Research will also focus on producing steel materials for energy infrastructure, rail steel for high-speed railway development, seamless steel pipes for liquefied gas transportation, seamless pipes for shipbuilding, wind power towers, and steel products for defense and security manufacturing.<blockquote>In recent years, Vietnam’s steel industry has achieved significant progress, ranking among the top 15 steel-exporting countries worldwide. Viet Nam, Laos and Cambodia held a youth festival in Quang Ngai province of Vietnam in 2025.Against the backdrop of complex and rapidly evolving developments in the regional and world situation, the leaders agreed to further enhance solidarity, maintain regular consultation and strengthen coordination to safeguard legitimate interests of each country and preserve a peaceful and stable environment for development.They agreed to continue maintaining the mechanism of regular meetings among the chiefs of the three Parties, governments, parliaments, ministers of public security, ministers of defence and ministers of foreign affairs and many other trilateral mechanisms; uphold the principle of not allowing any individual or organisation to use the territory of one country to harm others’ security; and strengthen border management and combat transnational crimes.On economic, trade and investment cooperation, the three sides agreed to further deepen economic linkages in a more substantive, effective and sustainable manner, creating breakthroughs in closer connectivity in the fields of economy, infrastructure and participation in supply chains. This will be pursued by leveraging the complementary strengths of the three economies, particularly in the areas of institutions, finance, transport infrastructure, logistics, energy, telecommunications and tourism, while building production–consumption linkage chains.They agreed to effectively implement signed agreements and cooperation frameworks, improve policies to facilitate trade, especially cross-border trade, ease the circulation of goods, services and investment among the three countries, and encourage and support businesses to expand investment in such areas as innovation, digital transformation, renewable energy, agriculture, high technology, processing industries, green development, digital economy and tourism.To support one another in improving the quality of human resources to meet the requirements of a new development phase, the three Party chiefs reaffirmed their commitments to strengthening long-term education and training cooperation, viewing education and training as an important bridge linking younger generations and fostering understanding, trust and enduring friendship among the youth of the three countries.They agreed to create the most favourable conditions possible, including renewing government scholarship programmes, granting scholarships and tuition exemptions or reductions for students from the two other countries studying in the remaining nation, considering this a key measure to strengthen education, training and human resource development cooperation.They also agreed to enhance linkages and expand exchanges among lecturers and students of leading universities in the three countries, while coordinating the training of high-quality human resources to make practical contributions to each country’s sustainable development. The Party leaders agreed to further promote practical and effective exchange and cooperation activities, step up information, education and mass mobilisation efforts among all strata of society, particularly young people, on the tradition of solidarity, special friendship and comprehensive cooperation among the three countries, and continue to bring into play the core role of mass organisations, friendship associations and border localities.At the meeting, the three sides also exchanged views on international and regional issues of mutual concern.The meeting of the leaders of the CPV, CPP and LPRP achieved very positive outcomes, covering all areas of cooperation among the three Parties and countries, and once again affirming that relations among the three Parties, countries and their people are of strategic and long-term significance.At the end of the meeting, the leaders agreed to hold the fifth meeting of the heads of the three Parties in Laos in 2027./.
