Amid profound shifts worldwide, and taking into account the increasing interdependence among economies around the globe and the common aspirations of the two peoples, based on the results of the State visit of the President of South Africa to Viet Nam from 23 to 24 October 2025, on the occasion of the visit by H.E. Prime Minister Pham Minh Chinh to South Africa to attend the G20 Summit and conduct a number of bilateral activities from 21 to 23 November 2025,Viet Nam and South Africa have decided to elevate their bilateral relations to Strategic Partnership.3. The establishment of the Viet Nam - South Africa Strategic Partnership serves to elevate the two countries' relations to a new height, both bilaterally and multilaterally. This framework will also contribute to promoting peace, stability, and prosperity in the region and the world, in compliance with the UN Charter, international law, and the principles of respect for independence, sovereignty, and territorial integrity, and non-intervention in each other's domestic affairs.4. The two Sides underscore the importance of maintaining peace, stability, and prosperity in both Asia and Africa and around the world, on the basis of full compliance with the UN Charter and international law. Both Sides reiterate their support for multilateralism, and will continue to work closely with each other at international and regional organizations to accelerate the reforms toward a fair and effective global governance system, fulfilling the aspirations and reinforcing the role of developing countries, and calling for a greater voice and stature of the Global South in international relations.7. The two Sides support the centrality of the Association of Southeast Asian Nations (ASEAN) and the crucial role of the African Union (AU), and agree to seek the means to strengthen the collaboration among Asian and African nations and South - South cooperation. Viet Nam reaffirms its support for South Africa in enhancing coordination with ASEAN and its Member States, particularly in areas aligned with the interest, potential, and strength of each country. South Africa supports Viet Nam in bolstering cooperation with and making substantive contributions to the AU's 2063 Agenda.DEFENSE AND SECURITY COOPERATION8. The two Sides agree to enhance bilateral defense and security cooperation commensurate with the strategic level of bilateral relations by stepping up delegation exchanges. Both Sides will also engage in closer collaboration in training, defense industry, UN peacekeeping operations, and response to non-traditional security challenges.9. The two Sides remain committed to regularly implementing the Deputy-Ministerial-level Defense Policy Dialogue, increase academic exchanges among defense and security academies and research institutes, expedite the negotiations and signing of new agreements between relevant agencies, enhance information exchange in areas pertaining to security and public security, and advance cooperation in such fields as cybersecurity, high-tech crimes, drug trafficking, and transnational organized crimes.ECONOMIC, TRADE, INVESTMENT, AND TOURISM COOPERATION10. The two Sides pledge to bolster economic cooperation, which has been a key pillar in the Viet Nam - South Africa Strategic Partnership. Both countries will work towards breakthroughs in two-way trade and investment growth, ease market access, and support enterprises to expand investment and using each other's market as gateways to their respective region through the network of FTAs of ASEAN, the African Continental Free Trade Area (AfCFTA), and other regional FTAs.11. The two Sides are committed to promoting an enabling, transparent, fair, and non-discriminatory environment for trade, investment, and tourism cooperation, and encouraging further exchanges among businesses. Both Sides will also strive to establish direct flights to each other's cities.12. The two Sides stand ready to effectively implement existing cooperation arrangements, both bilaterally and multilaterally, and to explore the establishment of new cooperation frameworks in specific areas pertaining to trade, investment, and tourism. In this regard, both Sides reaffirm their commitment to convening regular meetings of the Joint Trade Committee (JTC) as a mechanism to advance and monitor bilateral economic cooperation. Furthermore, both Sides pledge to work closely together on economic matters of mutual interest within international organisations of which both are members.13. The two Sides agree to review existing and negotiate new cooperation agreements, thereby laying the necessary legal foundation for bilateral collaboration across the board.COOPERATION IN INDUSTRY, ENERGY, MINERALS, AGRICULTURE, ENVIRONMENT, INFRASTRUCTURE, AND TRANSPORTATION14. Both Sides are committed to strengthening cooperation in minerals, mining, manufacturing, supporting industries, and oil and gas services, as a new impetus to advance bilateral ties. The two nations will also strive to enhance energy cooperation to accelerate the transition to renewables in each country, with focus given to the efficient use of energy, cutting of emissions, and manufacturing of electric vehicles, serving the practical development needs of each country.15. The two Sides agree to enhance South-South Cooperation and to promote collaboration in agriculture, forestry, aquacultural cultivation, fishery, processing of agricultural produces, circular economy, resource and environmental management, climate action, preservation of biodiversity, and protection of wildlife.16. The two Sides also agree to work closely in infrastructure construction, and in maritime and aviation services.COOPERATION IN SCIENCE, TECHNOLOGY, INNOVATION, DIGITAL TRANSFORMATION, EDUCATION, AND TRAINING.17. The two Sides will step up cooperation programs in digital transformation, circular economy, artificial intelligence (AI), and green technology.18. The two Sides also express the aspiration to promote academic exchange programs and scholarships, and implement joint programs and projects in a number of areas, including managerial and leadership capacity building, education technology, vocational training, and upskilling.PEOPLE-TO-PEOPLE EXCHANGE AND COOPERATION AMONG LOCALITIES19. The two Sides agree to strengthen collaboration among businesses, to promote cooperation and people-to-people exchanges, as well as cooperation and exchanges between localities in the fields of economy, science and technology, culture, education, and sports, thereby, to bolster friendship and mutual understanding. Both Sides also pledge to expedite the signing and implementation of cooperation agreements between localities from both countries, and other agreements to facilitate the traveling of the two peoples, agreements between localities of the two countries aimed at delivering tangible socio-economic development outcomes.This Joint Statement is established in Johannesburg on 21 November 2025 in 02 (two) copies in Vietnamese and English of equal values. This is the first by a high-level Vietnamese leader to Kuwait in 16 years and it comes as the two countries prepare to mark 50 years of diplomatic ties in January 2026.According to Ambassador Nguyen, the visit holds significant meaning both for bilateral cooperation and for Viet Nam's broader engagement with the Middle East. It follows the Prime Minister's 2024 tours to three Gulf nations, underlining Viet Nam's resolve to advance its foreign policy toward the region and to realize Resolution 59-NQ/TW on international integration in the new context. Imports of Kuwaiti crude oil ensure a stable supply for the Nghi Son refinery, which supplies more than 35 percent of Viet Nam's domestic fuel demand. Photo: VGP&nbsp;&nbsp;According to the Deputy Minister, e-commerce is a modern business model that relies on digital platforms to deliver goods to consumers quickly and conveniently, thereby contributing to the overall expansion of domestic trade.He also affirmed that the majority of businesses selling on e-commerce platforms comply with regulations and offer genuine products, with counterfeit and imitation goods accounting for only a small proportion.However, Deputy Minister Tan acknowledged that despite the sector’s rapid development, counterfeit, low-quality, and intellectual property-infringing goods continue to infiltrate online channels. “This remains a key challenge in our enforcement work,” he said.Multi-agency coordination needed to combat counterfeitingRegarding solutions, the Deputy Minister said the MoIT is implementing several key measures.First, in terms of legal frameworks, Vietnam already has a comprehensive regulatory system for e-commerce management, violation handling, and consumer protection. Photo: VGP.&nbsp;&nbsp;&nbsp;Currently, the MoIT is representing the Government in reporting to the National Assembly on the drafting of the Law on E-Commerce, which will continue to clarify the duties of all stakeholders on e-commerce platforms.Second, on direction and administration, the Government, the Prime Minister, and relevant ministries have issued numerous resolutions and directives to strengthen efforts against counterfeit goods, including in the e-commerce environment. The MoIT is also implementing a Prime Minister-approved project to combat fake, substandard, and low-quality goods traded online.Regarding enforcement, market surveillance forces play a core role. Local authorities have been working closely with other functional agencies such as the police and customs to intensify inspections and supervision.“We have carried out many regular and continuous inspections. Earlier this year, under the Prime Minister’s direction, a peak campaign was launched nationwide, helping prevent and handle multiple violations. However, the ministry views this as an ongoing mission, not a temporary effort,” Deputy Minister Nguyen Sinh Tan stressed.Third, on the responsibilities of e-commerce platform operators, he noted that under existing regulations, platform owners must verify the origin and authenticity of goods listed for sale, ensuring proper invoices and documentation.They are also required to establish mechanisms for checking and tracking goods during delivery to protect consumers. If counterfeit or imitation products are detected, platforms must remove the offending sellers within 24 hours.While e-commerce activities take place in the digital space, physical goods are still traded and delivered, Tan said, underscoring the need for authorities to focus inspections on warehouses and production facilities linked to counterfeit goods.“We are encouraged by the strong growth of e-commerce, which shows that consumers have confidence in this business model,” said Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan. However, in the context of an aging population, the healthcare budget increasingly faces pressure.In this scenario, the development of high-quality generic drugs becomes a strategic solution.Mr. Treloar emphasized: “Generic drugs help reduce costs, maintain affordability for the public, while supporting the healthcare system to become more sustainable and inclusive.” Experience from 12 European countries between 2005 and 2014 showed that generics resulted in a 49-69% reduction in daily treatment costs, concurrently broadening access to healthcare services.The KPMG report noted that Vietnam's pharmaceutical market grew from $4 billion in 2019 to a projected $9.2 billion in 2029. Generic drugs played a dominant role, increasing their market share from 55.2% in 2019 to 62.4% in 2029, with a Compound Annual Growth Rate (CAGR) of 11% during the 2019-2024 period. Conversely, branded drugs grew slower, at only 7%, reaching USD 1.4 billion by 2029.Notably, Vietnam's generic drug market is also rated as one of the most dynamic markets in Asia. During the 2019-2024 period, the average growth rate reached 9.1%, ranking third in the region, trailing only China (12.8%) and Singapore (9.3%).This growth rate is projected to accelerate to 9.7% during the 2024-2029 period, positioning Vietnam as the fastest-growing generic drug market in Southeast Asia. However, the average per capita expenditure on generic drugs remains modest, at only USD 35.9 in 2024, indicating significant room for growth, especially as income and healthcare demand increase.Vietnam is transitioning from low-to-middle income status, with per capita income increasing by 5.9% annually, and is expected to rise by 8.9% per year over the next five years. The expansion of the middle class and improving living standards are facilitating better public access to pharmaceutical products and healthcare services. The National Strategy for Pharmaceutical Industry Development aims to transform Vietnam into an ASEAN pharmaceutical hub by 2030, focusing on enhancing domestic production capacity, drug quality, and exports.According to KPMG, Vietnam's generic drug market is forecasted to reach USD 13.1 billion by 2039. If policy reforms concerning regulations, investment, and incentives are effectively implemented, the industry could grow by 15-20% annually, reaching a market size of USD 29-55 billion, thereby positioning Vietnam as a leading pharmaceutical hub in Southeast Asia.Regarding economic contribution, if the current growth rate is maintained, the generic drug sector will contribute USD 4.4 billion to the GDP by 2039. This figure clearly reflects the gap in technology, governance, and investment compared to countries with developed pharmaceutical sectors.The high cost of achieving EU-GMP compliance is the biggest challenge, requiring infrastructure upgrades, technology investment, and maintenance of international certification. Most small and medium-sized domestic enterprises struggle to access preferential capital, slowing down the international production expansion process and restricting both competitiveness and pharmaceutical self-sufficiency.However, legal barriers are also significant. Currently, the drug registration process takes 24-36 months, which is two to three times longer than in many ASEAN countries. This delay hinders the timely market entry of generic drugs, increasing production costs and limiting public access to affordable medicines. While the current drug pricing policy facilitates easier patient access, the low profit margins restrict enterprises from reinvesting, undertaking technological innovation, and expanding production.Mr. Gregory Charitonos, Chairman of the European Standard Medicines Sub-Committee (EuroCham), emphasized that in Europe, maintaining high and harmonized standards is a key factor in building a sustainable pharmaceutical industry capable of global competition. “With the ambition to become the region's pharmaceutical export hub, Vietnam should view EU-GMP compliance not as a barrier, but as the minimum and necessary foundation for the industry's development,” he stated.Sharing the same view, Mr. Attila Molnar, Vice Chairman and Treasurer of the European Standard Medicines Sub-Committee (EuroCham), argued that not all generic drugs are equal in terms of safety, efficacy, and manufacturing reliability. The EU-GMP standard ensures drugs are manufactured in a strictly controlled environment, with stable processes and transparent data, thereby maintaining patient trust and the credibility of pharmaceutical regulation. If products that do not meet these high standards are still considered equivalent, it will undermine patient confidence, lead to inconsistent treatment outcomes, and affect the reputation of healthcare governance.EuroCham experts proposed that Vietnam implement a fast-track review mechanism, mutual recognition for drugs already approved in the EU or the US, simplification of technical dossiers, tax and investment incentives, and the implementation of training and technology transfer programs. These reforms would not only reduce the administrative burden and attract domestic and foreign capital but also enhance competitiveness, promote pharmaceutical self-sufficiency, and help Vietnam move closer to its goal of building a modern, deeply integrated pharmaceutical industry.At the seminar, National Assembly delegates affirmed that drug quality is non-negotiable. The overarching spirit of the 2024 Law on Pharmacy and the National Strategy for Vietnam’s Pharmaceutical Industry Development to 2030, with a vision to 2045, is to proactively supply drugs that are high-quality, safe, effective, and reasonably priced, serving the public health and socio-economic development needs optimally.To achieve this goal, besides focusing on the development of innovator drugs or specialized treatment product lines, Vietnam needs to expand preferential policies for high-quality generic drugs. In a world economy marked by geopolitical tensions, supply chain disruptions and growing pressure for green transformation, Vietnam continues to affirm its position as a stable and reliable destination for European investors. The latest BCI results, announced by EuroCham on October 14, recorded 66.5 points, the highest figure since 2022.Vietnam remains a firm pillar for European investmentThe global trade landscape is changing more rapidly than ever. Complicated tax refund procedures and inconsistent implementation of labor permit regulations across localities remain obstacles that affect business operations. Nevertheless, a significant improvement has been recorded since August 2025, when the Government issued three new decrees to modernize visa and work permit regulations, aiming to build a transparent, consistent and predictable business environment.Decree No. 219 authorizes local governments to issue work permits, allows online submission of documents, reduces experience requirements for specialists in new key industries, and expands exemptions for foreign workers. Decree No. 221 introduces a temporary visa waiver for selected groups of foreigners who make positive contributions to Vietnam’s socio-economic development. Meanwhile, Decree No. 229 expands visa exemption to 18 European Union member states, promoting stronger people-to-people and business ties between Vietnam and Europe.According to the BCI survey, 48% of businesses said these policy reforms have had a positive impact on their operations. The new decrees mark an important step toward a more open and business-friendly environment, in line with long-term recommendations repeatedly raised by EuroCham in its annual Whitebook.Chairman Jaspaert emphasised: “As Vietnam aspires to become a high-income, developed nation within the next two decades, talent mobility and skills transfer must be placed at the heart of this journey. These reforms are critical to ensuring that international expertise can flow freely to where it is most needed, unlocking innovation and strengthening Vietnam’s private-sector capacity.”Green transition: From vision to actionThe European Union’s Deforestation Regulation (EUDR), scheduled to take effect in 2026, is creating notable changes in export practices. These figures show that the “green shift” is expanding across both foreign-invested and domestic enterprises.On the financial front, the green economy is emerging as a new driver of growth. At the Global Gateway Forum 2025 held in Brussels on October 9, European Commissioner Jozef Síkela met with Vietnamese Deputy Prime Minister Bùi Thanh Sơn to reaffirm the EU’s commitment to Vietnam’s green transition. Through the Just Energy Transition Partnership (JETP), Team Europe has pledged 2.8 billion euros to help Vietnam cut emissions, boost renewable energy and modernize the national grid.In addition, the Global Gateway initiative, aiming to mobilize 300 billion euros by 2027, is directing investment flows into clean energy, transport and digital infrastructure across Asia, identifying Vietnam as a key partner.At the business level, around one-fourth of European enterprises in Vietnam have implemented green initiatives over the past two years. The most common measures include ESG reporting and certification, digital monitoring for energy efficiency, and waste reduction programs. Therefore, support policies for e-commerce should be integrated into national target programs to ensure sustainability and coherence.Responding to the comments, Deputy Minister Tan affirmed that in addition to policies, implementation measures and supporting resources are essential. For cooperatives, collective economies, and ethnic communities, legal provisions must be concrete and feasible. Specialized agencies should consider integrating e-commerce development into national programs, from infrastructure and platforms to online sales assistance, while recognizing successful models, combining traditional markets and digital commerce, to create new consumption channels for agricultural and specialty products.Representatives from the General Department of Taxation under the Ministry of Finance also contributed significant input. It noted that tax revenues from e-commerce this year have increased by 50–60 percent, partly due to back-tax collection from previous years.At the meeting, the representative of the Ministry of Science and Technology proposed broadening the definition of “electronic contract data” to include certificates, documents, and related information generated before and after signing, ensuring data integrity and evidentiary value.Other recommendations included adding prohibitions aligned with related laws, extending the data retention period beyond 24 months to fit e-transaction characteristics, and revising overlapping or inconsistent provisions. They also called for clear regulations on licensing amendments, violation handling, and transitional clauses to enhance coherence and feasibility.Promoting sustainable e-commerce developmentDuring the discussion, the representative of the Vietnam Trade Promotion Agency under the MoIT suggested the drafting team further specify several key elements in the draft law.Provisions defining “large digital platforms” (Articles 3, 16, 17, 18, 31) currently lack quantitative criteria. Without clear thresholds, enforcement could be difficult, particularly in monitoring obligations and platform accountability. The agency recommended referencing benchmarks in other legislation, such as the Law on Electronic Transactions or the Law on Consumer Protection, like user-base thresholds (e.g., around three million users) to ensure consistency.Regarding Article 39 on “green e-commerce,” the agency noted that the draft fails to connect with national or international standards on sustainability, risking inconsistent self-defined “green” criteria across platforms. It proposed reviewing the draft to align management and trade promotion in the digital environment with existing laws on trade promotion, advertising, and sales stimulation, avoiding overlapping authority while encouraging sustainable e-commerce development.A representative from the MoIT’s Legal Department emphasized that the draft law must accurately reflect the nature of relationships in this sector, distinguishing those between service providers and consumers from those between service providers and regulatory bodies. Many current banking applications offer e-commerce services such as movie or lottery ticket sales without clear legal oversight, the department noted.It also pointed out that cross-border services under international agreements do not fully cover e-commerce in the narrow sense. Treating e-commerce merely as a conventional cross-border service could create disparities in tax and legal obligations. The law must uphold fairness, comply with the Constitution and international commitments, and protect domestic enterprises’ interests during integration and implementation.Concluding the session, Deputy Minister Nguyen Sinh Nhat Tan affirmed that the feedback received was vital for enhancing the draft law’s feasibility and alignment with international commitments.
