A survey entity is an organization applying for the allocation of a marine area to conduct surveys in preparation for the development of an offshore wind power project.2. A survey entity must satisfy the following conditions:a) It must have minimum equity capital of VND 1 billion (US438 million) for each MW of offshore wind power capacity proposed in its application for the allocation of a marine area for survey purposes. Where a survey entity applies for the allocation of marine areas to survey multiple offshore wind power projects, its minimum equity capital must correspond to the aggregate MW capacity of all proposed offshore wind power projects.b) It must satisfy the conditions and capability requirements specified at Points a, b, dd, and e, Clause 1, Article 26 of Decree No. 58/2025/ND-CP detailing a number of articles of the Law on Electricity regarding the development of renewable energy and new energy power.c) It must provide a written commitment not to seek reimbursement of any survey costs under any circumstances, except where the survey entity is an enterprise wholly owned by the State and assigned the task by a competent authority in accordance with Point a, Clause 2, Article 27 of the Law on Electricity No. 61/2024/QH15.3. Documents evidencing compliance with the financial capacity requirement prescribed in Point a, Clause 2 above must include at least one of the following copies:a) Audited financial statements of the survey entity for the two most recent years;b) A financial support commitment issued by the parent company;c) Other documents demonstrating the financial capacity of the survey entity.4. The survey entity shall submit the documents specified in Clause 3 above, together with the application dossier for the allocation of a sea area, to the authority responsible for receiving applications for sea area allocation. The order and procedures for appraising applications for the allocation of marine areas for offshore wind power project surveys shall be carried out in accordance with the laws on marine and island natural resources and environment.<h3 style="text-align:justify;">Conditions for offshore wind power investment projects supplying electricity to national power system</h3>The Decree stipulates conditions for enterprises preparing dossiers requesting approval of the investment policy for offshore wind power investment projects supplying electricity to the national power system under the power development plan and expected to commence operation during the 2025–2030 and 2031–2035 periods.1. An enterprise preparing a dossier requesting approval of the investment policy, concurrently with the approval of the investor for an offshore wind power project supplying electricity to the national power system under the power development plan and expected to commence operation during the 2025–2030 or 2031–2035 period, must satisfy the following conditions:(a) It must contribute equity capital of no less than 20 percent of the project's total investment capital and provide a lending commitment from a bank, foreign bank branch, or other credit institution for the remaining capital required for the proposed offshore wind power project;(b) If the enterprise is a foreign investor or a foreign-invested economic organization, it must satisfy the conditions prescribed at Points (c), (d), and (dd), Clause 1, Article 28 of Government Decree No. 58/2025/ND-CP and hold an equity stake of at least 15 percent in the project;(c) Where the enterprise is a domestic enterprise with no foreign investors as members or shareholders, it must hold an equity stake of at least 5 percent in the project.2. Whether the investor submitting the dossier requesting approval of the investment policy under Clause 1 above is a consortium of two or more enterprises, the condition specified at Point (a), Clause 1 shall be determined based on the combined financial capacity of all consortium members.This Decree shall take effect from July 4 this year and remains in force until December 31, 2030./.

The Government has issued a Resolution on extending tax reduction measures on gasoline and aviation fuel until September 30, three months beyond their scheduled expiry at the end of June.

The national energy labeling program serves as a state management tool to encourage the use of high-efficiency products, gradually phase out outdated technologies, and foster a culture of sustainable consumption within the community.The program has made a significant contribution toward achieving the target of reducing national energy consumption by 8 - 10% during the 2019 - 2030 period under the National Program on Economical and Efficient Use of Energy.According to the latest national energy statistics, the industrial sector accounts for more than 50% of Vietnam's total energy consumption. Surveys and practical assessments indicate that Vietnamese industries have the potential to reduce energy consumption by between 20% and 30%. Meanwhile, with annual growth in newly commissioned building floor space exceeding 40%, the energy-saving potential in Vietnam's building sector is estimated at 30 - 35%. To date, the awards have attracted the participation of more than 240 enterprises, generating 1,620 energy-saving initiatives. A total of 126 individuals have also been honored by the Ministry of Industry and Trade and the Vietnam Association of Science and Technology for Economical and Efficient Use of Energy.Meanwhile, after five years of implementation, the Energy Efficiency Awards for Buildings have attracted 155 participating organizations and received more than 1,200 energy-saving solutions. A total of 89 projects in the categories of newly constructed and renovated buildings that met the award criteria have been recognized and granted certification.Over six editions, the Highest Energy Performance Product Awards have recognized more than 600 products and granted them the Highest Energy Performance label, while 19 brands have been honored by the Ministry of Industry and Trade. In the first five months of 2026, bilateral trade reached USD 1.6 billion, with Vietnam’s exports to Israel reaching USD 462 million, a remarkable increase of 30.6% year-on-year. It is forecast that if the current growth momentum is maintained and no abnormal market fluctuations occur, bilateral trade in 2026 could reach about USD 3.9 billion, with Vietnam’s exports exceeding USD 1.0 billion. Photo: Can DungSafe and stable electricity supply maintained in the first half of 2026Reporting at the meeting, EVN President and Chief Executive Officer Nguyen Anh Tuan stated that during the first six months of 2026, EVN successfully ensured a safe and stable electricity supply to support socio-economic development and major political events of the country.Total electricity generation and imports across the national power system were estimated at 171.1 billion kWh, up 9.5% compared to the same period in 2025, while commercial electricity output reached approximately 151.8 billion kWh, representing a year-on-year increase of 9.67%.Against the backdrop of an early and intense heatwave and surging electricity demand, EVN and the National System and Market Operation Company Limited (NSMO) proactively implemented a wide range of operational measures, flexibly dispatching available power sources, including oil-fired backup generation. These efforts enabled the system to successfully meet record-high electricity loads.On May 27, 2026, the national peak load reached 57,189 MW, the highest level ever recorded. Despite domestic difficulties, global uncertainties, and challenges to energy security, the energy sector in general and the power industry in particular have successfully overcome obstacles and fulfilled their assigned responsibilities.The Minister noted that growing energy demand and ambitious economic growth targets present both challenges and opportunities for the sector to continue innovating and developing. However, to meet the socio-economic development requirements of the coming period, particularly the country’s high-growth objectives, the energy sector must intensify its efforts and act with greater determination in carrying out assigned tasks.In this context, ensuring sufficient electricity supply for the economy and people’s daily lives remains EVN’s foremost priority.Accordingly, the Minister instructed EVN to continue working closely with Petrovietnam, TKV, and other relevant entities to ensure an adequate, continuous, and stable supply of fuel inputs, particularly coal and natural gas for electricity generation.At the same time, the Minister requested NSMO to coordinate with power generation companies to optimize maintenance schedules and avoid plant shutdowns during periods of peak heat and high demand. Nasaki Vietnam Co., Ltd. is a prime example.Established in early 2018, Nasaki Vietnam specializes in manufacturing smart colored bricks and tiles using advanced Japanese green technology. In its initial phase, the company invested more than VND 5 billion in a wet-press roofing tile production line with an average capacity of approximately 50,000 tiles per month.At the time, unburnt colored roofing tiles were still relatively unfamiliar to Vietnamese consumers, particularly in the Northwestern region. Changing traditional preferences for construction materials proved challenging, while the company also faced obstacles related to investment capital, technical workforce development, and market access.Against this backdrop, Chief Executive Officer Nguyen Thi Khuyen and her team gradually overcame these challenges. The company focused on major urban centers in the Northwestern region, targeting projects with high requirements for aesthetics and quality. At the same time, Nasaki prioritized local employment, invested in workforce training, invited specialists to enhance technical skills, and built a team of skilled and professional workers.A notable aspect of Nasaki’s strategy is its commitment to environmentally friendly products such as unburnt bricks and tiles. These products are manufactured from materials derived from the stone powder supply process and do not require kiln firing, thereby reducing emissions and waste generation. Throughout production, the company also emphasizes resource efficiency, material recycling, energy conservation, and sustainable resource utilization.To date, the company has developed nine lines of unburnt roofing tiles, including a Korean-style tile collection featuring intricate details manufactured in Vietnam using non-fired pressing technology. Nasaki products have been supplied to numerous large-scale projects, including developments by Vingroup and Ocean Park. The company is also one of only three manufacturers in Vietnam exporting unburnt bricks and tiles to overseas markets.In 2023, Nasaki’s unburnt colored bricks and tiles were recognized by the Ministry of Industry and Trade as a national Rural Industrial Exemplary Product. The objective is to bring projects into operation as quickly as possible to ensure adequate electricity supply for socio-economic development and people's daily needs during the upcoming period of accelerated growth, while supporting the goal of achieving double-digit economic growth.In recent years, the Government, the Prime Minister and the Standing Government have issued numerous directives and official dispatches aimed at ensuring sufficient electricity supply for production, business activities and daily life. The Prime Minister has personally inspected projects, urged progress and resolved difficulties to accelerate the implementation of power generation and transmission projects. Photo: Thanh Minh.&nbsp;&nbsp;&nbsp;However, the implementation of power generation and transmission projects under the revised Power Development Plan VIII continues to face various obstacles related to mechanisms, policies and investment procedures, creating potential risks of power shortages in the future if timely and decisive measures are not taken.Deputy Minister Nguyen Hoang Long said that the ministry has established 14 working delegations to help remove obstacles facing power projects under the revised Power Development Plan VIII in provinces and cities nationwide. The ministry has also issued numerous documents requesting local authorities to implement projects and resolve bottlenecks, including reporting difficulties arising from both legal regulations and implementation processes.In addition, to implement Resolution No. 70-NQ/TW dated August 20, 2025, issued by the Politburo on ensuring national energy security through 2030 with a vision to 2045, the ministry advised the Government in submitting to the National Assembly Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development during the 2026-2030 period. The resolution is intended to address institutional bottlenecks that have hindered development in recent years, accelerate power projects and ensure energy security during the 2026-2030 period.To effectively implement Resolution No. 253/2025/QH15, the ministry has also issued three documents requesting local authorities to review and prepare proposals for updating and adjusting power projects in their localities.Deputy Minister Nguyen Hoang Long urged Ho Chi Minh City to continue working closely with the ministry in reviewing, advising on and proposing the formulation or amendment of legal documents related to the electricity sector to facilitate investment in power projects in line with practical requirements. They also suggested additional measures to remove obstacles and speed up project implementation under the revised Power Development Plan VIII.Concluding the meeting, Deputy Minister Nguyen Hoang Long emphasized that the opinions and recommendations raised by the city and relevant units would be compiled and carefully studied by the ministry to finalize post-meeting conclusions, serving as a basis for resolving difficulties encountered during the implementation of power projects in the city.According to the Deputy Minister, the overarching requirement is to firmly ensure energy security for Ho Chi Minh City. This is a prerequisite for the city to maintain its role as the country's economic engine and achieve its growth targets in the coming years. As electricity demand continues to increase alongside socio-economic development, energy infrastructure preparation must be undertaken early, comprehensively and with a long-term vision.No power shortages in Ho Chi Minh City under any circumstancesThe deputy minister reaffirmed the consistent principle that electricity development must stay one step ahead and that energy infrastructure must be prepared proactively and well in advance. The city cannot wait until demand surges or shortages occur before launching investments, as both power generation and transmission projects require lengthy preparation and implementation periods.
