On the morning of November 2, Mr. Pham Hoang Son, Deputy Secretary of the City Party Committee and Chairman of the Bac Ninh City People’s Committee, inspected the progress of the road connecting Gia Binh Airport with Hanoi, covering the section from Km9+00 to Km27+766 through Bac Ninh City.

Chairman Pham Hoang Son (front row, third from left) inspects the project construction site in Tri Qua Ward.

Also joining the inspection were Mr. Pham Van Thinh, Vice Chairman of the City People’s Committee; Major General Bui Duy Hung, Director of the Bac Ninh City Public Security; leaders of relevant departments, sectors and localities; the investor; and other relevant units.

The project to build the road connecting Gia Binh Airport with Hanoi, covering the section from Km9+00 to Km27+766, is a special-grade road project under Group A. It is being implemented under the public-private partnership (PPP) model through a Build-Transfer (BT) contract. The route is 18.766 km long and passes through six communes and wards: Gia Binh, Lam Thao, Tram Lo, Mao Dien, Thuan Thanh and Tri Qua. The project has a total investment of more than VND 25.087 trillion, a cross-sectional width of 120 meters and a land-use requirement of approximately 403 hectares.

The road serves as a strategic external connectivity corridor, providing essential links for the operation and exploitation of Gia Binh Airport. It is expected to promote the development of urban, service and logistics spaces, while serving as key infrastructure for APEC 2027.

Chairman Pham Hoang Son (front row, second from right) and Vice Chairman Pham Van Thinh (far right) discuss the project directly with the investor and contractors at the construction site.

According to the report, site clearance for the project has achieved positive results. Local authorities have approved land acquisition plans covering a total of 402.4 hectares, equivalent to 99% of the required area, and paid VND 3.767 trillion in compensation and support. A total of 392 hectares, or 97%, has been handed over to the investor. The relocation of graves has been completed, with all 2,899 graves moved, while 796 out of 804 houses have been dismantled and relocated, reaching 99%. Bomb and mine clearance has also been completed across 100% of the handed-over land.

Regarding construction, contractors are carrying out roadbed and pavement foundation works, as well as bridge construction, on the areas already handed over. Major activities include stripping topsoil, sand embankment, soil-cement pile installation and bored pile construction. However, the actual value of work completed under the construction packages stands at only VND 165 billion out of VND 19.194 trillion, equivalent to 0.86% of the contract value.

The project is facing several difficulties and obstacles related to compensation and site clearance in Mao Dien Ward and Lam Thao Commune, as well as land belonging to Thuan Thanh Logistics Park I Co., Ltd. Meanwhile, projects involving the relocation of technical infrastructure and the construction of resettlement areas are being urgently implemented.

After hearing the report and conducting a direct site inspection, participants discussed and clarified outstanding issues and obstacles concerning site clearance, construction organization and the conditions required for project implementation.

Vice Chairman Pham Van Thinh discusses outstanding issues and obstacles.

Vice Chairman Pham Van Thinh also directly discussed the remaining difficulties and proposed several solutions. He called on local authorities to focus on resolving all outstanding site-clearance issues; accelerate the completion of dossiers and compensation and support plans, as well as land acquisition and allocation procedures; and strengthen communication and mobilization efforts to encourage organizations and individuals to receive compensation promptly, hand over land and relocate assets and structures. He also urged the urgent completion of resettlement areas to ensure that residents can soon stabilize their lives.

Chairman Pham Hoang Son delivers conclusions at the inspection.

Concluding the inspection and giving directions on key tasks, Chairman Pham Hoang Son acknowledged and highly appreciated the efforts made by local authorities in carrying out site clearance. He emphasized that although the remaining workload is relatively small compared with the overall project scope, it must be fully addressed without delay to avoid affecting the project’s overall progress.

He requested Mao Dien Ward and Lam Thao Commune to urgently complete site clearance for all remaining cases, with a target completion date of November 25, 2026. They must strictly follow all prescribed procedures and proactively coordinate with relevant departments and sectors to resolve difficulties and obstacles. At the same time, local authorities must promptly take over, manage and protect the land already handed over, preventing any renewed encroachment that could disrupt construction.

For the investor and contractors, the Chairman required them to strictly honor their progress commitments, promptly increase manpower, machinery and equipment, and review and adjust construction plans to suit actual conditions. They must develop detailed schedules for each work item and road section as a basis for inspection and supervision. Construction must be accelerated immediately on the areas already handed over to ensure effective use of resources and prevent delays on cleared sites.

Chairman Pham Hoang Son reviews the project map and conducts a site inspection in the section passing through Thuan Thanh Ward.

He assigned relevant departments, sectors and units to proactively coordinate and focus on resolving difficulties involving the relocation of technical infrastructure, power supply, construction material sources and related procedures, thereby creating the most favorable conditions for the investor and contractors to accelerate project implementation. In particular, procedures related to the supply of embankment soil and construction materials must be urgently addressed. Inspection and supervision must also be strengthened to ensure that emerging issues are dealt with promptly.

Contractors actively carry out construction work at the project site.

The Chairman stressed that all levels, sectors, localities and relevant units must enhance their sense of responsibility, strengthen coordination and resolutely fulfill their assigned tasks. Site clearance must proceed in tandem with synchronized construction activities to ensure that the road is completed and put in place according to schedule./.
