Chairman Pham Hoang Son: Demonstrating strong determination to lay foundation for province's new phase of development

On the afternoon of September 3, Mr. Pham Hoang Son—Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee—presided over the Provincial People's Committee's regular meeting for August 2026. The meeting aimed to assess the socio-economic situation in August and review and provide input on several important matters within the Committee's jurisdiction.

Overview of the meeting.

According to the meeting report, thanks to the determination and efforts of the entire political system, Bac Ninh achieved the overarching goal set by the Resolution of the 1st Provincial Party Congress (2025–2030 term), "transforming Bac Ninh into a centrally-run city before 2030" during the very first year of the term, three years ahead of schedule. Specifically, on August 24, 2026, the National Assembly passed the Resolution on the establishment of Bac Ninh City, effective from September 20, 2026.

The Index of Industrial Production (IIP) for August rose by 22.15% compared to August 2025; the industrial production value was estimated at VND 312,564 billion, an increase of 19.38% year-on-year. Import-export activities continued to yield outstanding results, with total turnover in August estimated at USD 23.1 billion, up 2.68% from the previous month; specifically, export turnover exceeded USD 75.48 billion—a rise of 31.84%—maintaining the province's leading position nationwide. Total retail sales of goods and consumer service revenue for the eight-month period were estimated at VND 78,819.5 billion, an increase of 19.17%.

The public investment disbursement rate ranked first in the country. As of August 31, 2026, the province had disbursed 79.47% of the plan assigned by the Prime Minister (or 83.35% if the 5% savings requirement is excluded). Total State budget revenue in the province through the end of August reached VND 64,742.5 billion, equivalent to 89.5% of the annual estimate. The investment and business environment remained attractive, drawing over USD 17.69 billion in converted investment capital and seeing the establishment of 5,939 new enterprises over the eight-month period.

Healthcare and public health services, disease prevention and control, and food safety and hygiene continued to receive attention, while social welfare policies and employment generation were prioritized. Preparations for the opening of the 2026–2027 academic year were carried out urgently and thoroughly. Political security and social order and safety were maintained; traffic accidents decreased sharply across all three metrics...

In his directive remarks, Chairman of the Provincial People's Committee Pham Hoang Son urged all levels and sectors to maintain high resolve and focus on effectively executing tasks to lay the groundwork for a new phase of development. Immediate priorities include making thorough preparations for the ceremony announcing the National Assembly's resolution on the establishment of Bac Ninh City, as well as reviewing organizational structures, personnel, policies, and resources to ensure the political system operates smoothly without any legal gaps.

Agencies and sectors must strive to meet the 12.5% ​​growth target, accelerate public investment disbursement, and resolve obstacles facing businesses and projects to prevent delays caused by subjective factors. Concurrently, they must finalize and harmonize the Master Plan and Provincial Plan, organize urban spaces with a focus on connectivity and infrastructure integration, and continue simplifying administrative procedures to improve the investment and business environment.

The Chairman placed special emphasis on site clearance for major projects, particularly the Gia Binh Airport, requiring clearly defined responsibilities, schedules, and implementation solutions. The agriculture and environmental sectors, along with local authorities, must proactively inspect and reinforce dykes and irrigation systems to ensure readiness for storms and floods. Preparations for the new school year must be well-managed, ensuring adequate facilities and proper care for students, especially at ethnic minority boarding schools. Furthermore, security and public order must be strengthened to support major events and maintain a stable, safe environment conducive to socio-economic development. At the meeting, delegates also reviewed and provided input on several other important matters within their jurisdiction.
