It also comes at a time when both countries are reviewing the implementation of cooperation agreements for the 2021–2025 period and discussing orientations for a new, more strategic phase of collaboration.Nguyen said that committee remains a key mechanism for implementing the recent upgraded framework of "great friendship, special solidarity, comprehensive cooperation and strategic cohesion" agreed upon by the two Parties and States.The Deputy Minister said the two sides will conduct a comprehensive assessment of cooperation outcomes across all fields over the past five years. Despite global and regional headwinds—including major-power competition, natural disasters, epidemics and the lingering impacts of COVID-19—Viet Nam and Laos have maintained stable ties and strengthened effective cooperation.Under the close direction of the two Parties and governments, ministries, sectors and localities have coordinated flexibly and proactively. Many major projects, especially during 2024–2025, have overcome longstanding bottlenecks and accelerated progress, generating new momentum for cooperation in politics, the economy, defense, security and socio-cultural affairs.Both sides have also organized a conference to disseminate and implement high-level agreements, contributing to strengthening their great friendship, special solidarity and comprehensive cooperation.Viet Nam currently has 267 investment projects in Laos with a total registered capital of US$6.21 billion, of which about US$3 billion has been disbursed. Large projects in telecommunications, banking, agriculture, energy and food processing are operating effectively, generating employment and contributing to socio-economic development in both countries.Between 2021 and 2025, the Lao Government granted investment licenses to Vietnamese projects worth US$4.3 billion. Vietnamese enterprises contribute an average of US$200 million annually to the Lao state budget through taxes and other financial obligations.Bilateral trade has surpassed targets set by the two countries' leaders, with both sides working toward raising trade turnover to US$5 billion in the coming years. They have also expanded the use of bilateral digital payment systems, enhancing economic connectivity and facilitating trade and investment flows.Coordination between Party committees, ministries, National Assemblies, mass organizations and localities has deepened and become more result-oriented, aligned with high-level agreements and government-to-government cooperation plans.Looking ahead, Deputy Minister Nguyen was convinced that with strong leadership and active participation from ministries, localities and businesses on both sides, Viet Nam and Laos will continue to achieve substantive progress. He affirmed that the special relationship between the two countries will grow even more vibrant and strategic in the next phase of cooperation.Earlier, Prime Minister Pham Minh Chinh arrived in Vientiane on December 2 morning, beginning his working trip to Laos to attend a high-level meeting between the Communist Party of Viet Nam (CPV) and the Lao People's Revolutionary Party (LPRP), and to co-chair the 48th meeting of the Viet Nam–Laos Intergovernmental Committee.At the 48th meeting, the two Government delegations will review the implementation of cooperation agreements under the 2021–2025 Viet Nam–Laos Cooperation Plan. They will also discuss cooperation orientations and tasks for the 2026–2030 period and 2026 specifically, in order to concretize conclusions reached at the recent meeting of the two Politburos./.

However, only the Phu Quoc casino became operational, opening its doors in January 2019. Under Decree No. 03/2017, this pilot phase was to conclude in January 2022.In 2022, the Ministry of Finance proposed extending the Phu Quoc pilot until the end of 2024, citing the COVID-19 pandemic's adverse impact on casino business performance and arguing that the initial trial period was insufficient to evaluate the policy's effectiveness.In May 2024, the Politburo agreed to extend the Phu Quoc pilot through the end of 2024. For the Van Don project, the trial period will last three years from the date its casino business officially begins.&nbsp;Viet Nam is home to nine casinos of which the rest of six others are still only open to foreigners, with the government maintaining a tight control over gambling.Under Decree 03/2017, Vietnamese gamblers must be at least 21 years old, possess full civil capacity and financial capability, and purchase entry tickets. Players must prove a monthly income of at least VND10 million (US$379) or fall under the third personal income tax bracket or higher under the Law on Personal Income Tax.

Minister of Industry and Trade Nguyen Hong Dien presents a Government report on the draft Resolution of the National Assembly regarding mechanisms and policies to address obstacles to national energy development for the 2026-2030 period.Removing practical bottlenecksOn the evening of November 24, during the 51st session, the National Assembly Standing Committee discusses the draft Resolution, which aims to remove institutional and policy bottlenecks and ensure national energy security, contributing to the successful implementation of the socio-economic development strategy for 2026-2030 and the sustainable development goals.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2025/11/25/screenshot-2025-11-25-142758-14372695.png" alt="Minister of Industry and Trade Nguyen Hong Dien delivers remarks."></figure>Minister of Industry and Trade Nguyen Hong Dien delivers remarks.According to the Government’s report, Resolution No. 70-NQ/TW sets the requirement that all institutional bottlenecks hindering the energy sector's development must be resolved within 2025, making the issuance of the Resolution both necessary and urgent.Presenting the proposal, Minister Dien states that, in line with the Law on Promulgation of Legal Documents and Resolution No. 70-NQ/TW, the Government submitted Report No. 1043/TTr-CP on November 11, 2025, asking the National Assembly Standing Committee to consider a draft Resolution on mechanisms and policies to address obstacles to national energy development for 2026-2030 under a simplified procedure.Regarding adjustments to the national power development master plan and provincial power supply plans (Chapter II), Minister Dien notes that the Law on Planning lacks flexible mechanisms for adjustments, leading to project delays. Many provinces propose adding substations, transmission lines and connection plans to meet rising power demand, but the absence of flexible adjustment provisions has created bottlenecks. The draft Resolution therefore specifies principles, grounds, procedures and authority for flexible planning adjustments.On investment in power projects (Chapter III), the Minister emphasises that projects already included in the power development master plan are exempt from investment policy approval procedures, except for those under the National Assembly’s authority, medium- and low-voltage grid projects, urgent power projects and offshore wind projects. The draft Resolution also provides for replacing investment policy approval decisions for certain energy business projects not subject to land auction or investor bidding.For transmission grid projects in the master plan, provincial People’s Committees assign enterprises wholly owned by the State or their wholly owned subsidiaries as project investors. The draft also allows exemptions from operational years and financial reporting requirements when borrowing ODA funds, and prioritises capital allocation to increase the charter capital of the National Load Dispatch and Electricity Market Operations Company (NSMO), a newly established State enterprise operating in a monopoly sector.More effective implementation of direct power purchase mechanismsOn offshore wind power (Chapter IV), the draft provides regulations on survey costs, investment proposal procedures and provincial authority for investment policy approval based on project power collection points. It also assigns the MoIT to publish survey and project areas and establishes mechanisms to designate large, reputable State-owned or Vietnamese enterprises to implement large-scale offshore wind projects linked with national defence, security and sovereignty protection. Additional rules define project location determination and enhance incentives for offshore wind development.On direct power purchase (Chapter V), the draft expands eligibility for electricity retailers in industrial parks, economic zones, export processing zones, high-tech parks, concentrated IT zones and hi-tech agriculture zones to participate directly in the mechanism. It clarifies that electricity prices under direct power purchase will be negotiated and agreed upon by the parties.Regarding investment in oil, gas and coal projects (Chapter VI), projects classified as nationally important or urgent are exempt from investment policy approval, except for those under the National Assembly’s authority and projects using public investment. The draft also allows replacement of investment policy approval decisions for certain key projects. Provincial People’s Committees may assign State-owned enterprises or their wholly owned subsidiaries as investors for important or priority oil, gas and coal projects listed in the national energy master plan.On petroleum national reserves (Chapter VII), the draft focuses on mechanisms and policies to address obstacles in the Law on National Reserves related to petroleum storage, improving the effectiveness of national petroleum reserve management.Chapter VIII outlines implementation provisions, including mechanisms for handling delayed energy business projects and post-inspection responsibilities.Reporting on verification, Chairman of the Committee for Economic and Financial Affairs Phan Van Mai affirms the necessity of submitting the Resolution to the National Assembly at its 10th session. The draft dossier has been reviewed against relevant legal documents, including about 12 laws and one ordinance.<blockquote>National Assembly Vice Chairman Vu Hong Thanh emphasised that the National Assembly Standing Committee highly appreciates the responsibility, proactiveness and close coordination among drafting and verifying agencies. The two Sides support the centrality of the Association of Southeast Asian Nations (ASEAN) and the crucial role of the African Union (AU), and agree to seek the means to strengthen the collaboration among Asian and African nations and South - South cooperation. Viet Nam reaffirms its support for South Africa in enhancing coordination with ASEAN and its Member States, particularly in areas aligned with the interest, potential, and strength of each country. South Africa supports Viet Nam in bolstering cooperation with and making substantive contributions to the AU's 2063 Agenda.DEFENSE AND SECURITY COOPERATION8. The two Sides agree to enhance bilateral defense and security cooperation commensurate with the strategic level of bilateral relations by stepping up delegation exchanges. Both Sides will also engage in closer collaboration in training, defense industry, UN peacekeeping operations, and response to non-traditional security challenges.9. The two Sides remain committed to regularly implementing the Deputy-Ministerial-level Defense Policy Dialogue, increase academic exchanges among defense and security academies and research institutes, expedite the negotiations and signing of new agreements between relevant agencies, enhance information exchange in areas pertaining to security and public security, and advance cooperation in such fields as cybersecurity, high-tech crimes, drug trafficking, and transnational organized crimes.ECONOMIC, TRADE, INVESTMENT, AND TOURISM COOPERATION10. The two Sides pledge to bolster economic cooperation, which has been a key pillar in the Viet Nam - South Africa Strategic Partnership. Both countries will work towards breakthroughs in two-way trade and investment growth, ease market access, and support enterprises to expand investment and using each other's market as gateways to their respective region through the network of FTAs of ASEAN, the African Continental Free Trade Area (AfCFTA), and other regional FTAs.11. The two Sides are committed to promoting an enabling, transparent, fair, and non-discriminatory environment for trade, investment, and tourism cooperation, and encouraging further exchanges among businesses. Both Sides will also strive to establish direct flights to each other's cities.12. The two Sides stand ready to effectively implement existing cooperation arrangements, both bilaterally and multilaterally, and to explore the establishment of new cooperation frameworks in specific areas pertaining to trade, investment, and tourism. In this regard, both Sides reaffirm their commitment to convening regular meetings of the Joint Trade Committee (JTC) as a mechanism to advance and monitor bilateral economic cooperation. Furthermore, both Sides pledge to work closely together on economic matters of mutual interest within international organisations of which both are members.13. The two Sides agree to review existing and negotiate new cooperation agreements, thereby laying the necessary legal foundation for bilateral collaboration across the board.COOPERATION IN INDUSTRY, ENERGY, MINERALS, AGRICULTURE, ENVIRONMENT, INFRASTRUCTURE, AND TRANSPORTATION14. Both Sides are committed to strengthening cooperation in minerals, mining, manufacturing, supporting industries, and oil and gas services, as a new impetus to advance bilateral ties. The two nations will also strive to enhance energy cooperation to accelerate the transition to renewables in each country, with focus given to the efficient use of energy, cutting of emissions, and manufacturing of electric vehicles, serving the practical development needs of each country.15. The two Sides agree to enhance South-South Cooperation and to promote collaboration in agriculture, forestry, aquacultural cultivation, fishery, processing of agricultural produces, circular economy, resource and environmental management, climate action, preservation of biodiversity, and protection of wildlife.16. The two Sides also agree to work closely in infrastructure construction, and in maritime and aviation services.COOPERATION IN SCIENCE, TECHNOLOGY, INNOVATION, DIGITAL TRANSFORMATION, EDUCATION, AND TRAINING.17. The two Sides will step up cooperation programs in digital transformation, circular economy, artificial intelligence (AI), and green technology.18. The two Sides also express the aspiration to promote academic exchange programs and scholarships, and implement joint programs and projects in a number of areas, including managerial and leadership capacity building, education technology, vocational training, and upskilling.PEOPLE-TO-PEOPLE EXCHANGE AND COOPERATION AMONG LOCALITIES19. However, in the context of an aging population, the healthcare budget increasingly faces pressure.In this scenario, the development of high-quality generic drugs becomes a strategic solution.Mr. Treloar emphasized: “Generic drugs help reduce costs, maintain affordability for the public, while supporting the healthcare system to become more sustainable and inclusive.” Experience from 12 European countries between 2005 and 2014 showed that generics resulted in a 49-69% reduction in daily treatment costs, concurrently broadening access to healthcare services.The KPMG report noted that Vietnam's pharmaceutical market grew from $4 billion in 2019 to a projected $9.2 billion in 2029. Generic drugs played a dominant role, increasing their market share from 55.2% in 2019 to 62.4% in 2029, with a Compound Annual Growth Rate (CAGR) of 11% during the 2019-2024 period. Conversely, branded drugs grew slower, at only 7%, reaching USD 1.4 billion by 2029.Notably, Vietnam's generic drug market is also rated as one of the most dynamic markets in Asia. During the 2019-2024 period, the average growth rate reached 9.1%, ranking third in the region, trailing only China (12.8%) and Singapore (9.3%).This growth rate is projected to accelerate to 9.7% during the 2024-2029 period, positioning Vietnam as the fastest-growing generic drug market in Southeast Asia. However, the average per capita expenditure on generic drugs remains modest, at only USD 35.9 in 2024, indicating significant room for growth, especially as income and healthcare demand increase.Vietnam is transitioning from low-to-middle income status, with per capita income increasing by 5.9% annually, and is expected to rise by 8.9% per year over the next five years. The expansion of the middle class and improving living standards are facilitating better public access to pharmaceutical products and healthcare services. The National Strategy for Pharmaceutical Industry Development aims to transform Vietnam into an ASEAN pharmaceutical hub by 2030, focusing on enhancing domestic production capacity, drug quality, and exports.According to KPMG, Vietnam's generic drug market is forecasted to reach USD 13.1 billion by 2039. If policy reforms concerning regulations, investment, and incentives are effectively implemented, the industry could grow by 15-20% annually, reaching a market size of USD 29-55 billion, thereby positioning Vietnam as a leading pharmaceutical hub in Southeast Asia.Regarding economic contribution, if the current growth rate is maintained, the generic drug sector will contribute USD 4.4 billion to the GDP by 2039. With 15% annual growth, this figure would reach USD 9.4 billion, and if it increases by 20% annually, the GDP contribution could soar to USD 20.1 billion.In total, the generic drug industry could contribute USD 66.5 billion to the national GDP, including USD 20.1 billion in direct value from manufacturing, distribution, and sales; USD 24.2 billion in indirect contributions through the supply chain; and USD 22.2 billion from the induced impact of consumer spending.“These figures demonstrate that, with appropriate policies, generic drugs are not only a cost-effective healthcare solution but also a key economic sector, enhancing competitiveness and accelerating Vietnam's goal of becoming the region's pharmaceutical hub,” the KPMG expert stated.Drug quality is an uncompromising necessityDespite its strong development potential, Vietnam’s pharmaceutical industry must overcome several barriers to realize the goal of producing high-quality generic drugs, ranging from manufacturing capacity and administrative procedures to market efficiency.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2025/11/06/s-17211923.png" alt="Mr. Luke Treloar, Managing Partner and Head of Healthcare and Life Sciences Strategy Consulting at KPMG Vietnam, delivers a speech. This figure clearly reflects the gap in technology, governance, and investment compared to countries with developed pharmaceutical sectors.The high cost of achieving EU-GMP compliance is the biggest challenge, requiring infrastructure upgrades, technology investment, and maintenance of international certification. Most small and medium-sized domestic enterprises struggle to access preferential capital, slowing down the international production expansion process and restricting both competitiveness and pharmaceutical self-sufficiency.However, legal barriers are also significant. Currently, the drug registration process takes 24-36 months, which is two to three times longer than in many ASEAN countries. This delay hinders the timely market entry of generic drugs, increasing production costs and limiting public access to affordable medicines. While the current drug pricing policy facilitates easier patient access, the low profit margins restrict enterprises from reinvesting, undertaking technological innovation, and expanding production.Mr. Gregory Charitonos, Chairman of the European Standard Medicines Sub-Committee (EuroCham), emphasized that in Europe, maintaining high and harmonized standards is a key factor in building a sustainable pharmaceutical industry capable of global competition. “With the ambition to become the region's pharmaceutical export hub, Vietnam should view EU-GMP compliance not as a barrier, but as the minimum and necessary foundation for the industry's development,” he stated.Sharing the same view, Mr. Attila Molnar, Vice Chairman and Treasurer of the European Standard Medicines Sub-Committee (EuroCham), argued that not all generic drugs are equal in terms of safety, efficacy, and manufacturing reliability. The EU-GMP standard ensures drugs are manufactured in a strictly controlled environment, with stable processes and transparent data, thereby maintaining patient trust and the credibility of pharmaceutical regulation. If products that do not meet these high standards are still considered equivalent, it will undermine patient confidence, lead to inconsistent treatment outcomes, and affect the reputation of healthcare governance.EuroCham experts proposed that Vietnam implement a fast-track review mechanism, mutual recognition for drugs already approved in the EU or the US, simplification of technical dossiers, tax and investment incentives, and the implementation of training and technology transfer programs. These reforms would not only reduce the administrative burden and attract domestic and foreign capital but also enhance competitiveness, promote pharmaceutical self-sufficiency, and help Vietnam move closer to its goal of building a modern, deeply integrated pharmaceutical industry.At the seminar, National Assembly delegates affirmed that drug quality is non-negotiable. The overarching spirit of the 2024 Law on Pharmacy and the National Strategy for Vietnam’s Pharmaceutical Industry Development to 2030, with a vision to 2045, is to proactively supply drugs that are high-quality, safe, effective, and reasonably priced, serving the public health and socio-economic development needs optimally.To achieve this goal, besides focusing on the development of innovator drugs or specialized treatment product lines, Vietnam needs to expand preferential policies for high-quality generic drugs.
