It also seeks to reduce multidimensional poverty and foster comprehensive development in ethnic minority and mountainous regions, thereby narrowing development gaps across the country.By 2030, the Program targets raising average rural incomes to 2.5–3 times the 2020 level, reducing the multidimensional poverty rate in ethnic minority and mountainous areas to below 10 percent, ensuring that around 65 percent of communes meet new-style rural standards, and enabling five provinces and centrally governed cities to complete their new-style rural development goals.The State budget allocated to the Program for 2026–2030 is estimated at VND 423 trillion, including VND 100 trillion from the central budget, around VND300 trillion from local budgets and approximately VND 23 trillion in policy credit.The Program comprises two components. The first, implemented nationwide, focuses on rural infrastructure, economic development, education, healthcare, culture, environmental protection and digital transformation. The second targets ethnic minority and mountainous areas through dedicated policies on infrastructure, residential and production land, clean water, livelihood development and cultural preservation.A key feature of the new phase is greater decentralization under the principle of "Localities decide – Localities implement – Localities take responsibility." It also published a practical implementation handbook and organized eight training courses for approximately 12,000 officials nationwide.At the local level, 31 of the country's 34 provinces and centrally governed cities have completed the classification of commune groups, 17 localities have promulgated implementation plans, and 23 provinces and cities have established provincial steering committees.The Ministry has also finalized a proposal to allocate VND 70 trillion in medium-term public investment capital for 2026–2030 and submitted a plan to distribute VND 9 trillion from the central budget for the Program in 2026.However, the disbursement of carry-over funds from the 2021–2025 period remains slow, while several localities have yet to finalize implementation plans, consolidate organizational structures or complete investment procedures.Removing bottlenecks to accelerate implementationIn the coming period, the Program will translate its 2030 objectives into detailed five-year and annual implementation plans while further strengthening decentralization and accountability. Travel service revenue stood at VND 93.53 billion, a decrease of 1.27% from the previous month but an increase of 68.84% year-on-year. Revenue from other service sectors in August exceeded VND 4,940 billion, up 20.14% year-on-year; the accumulated figure for the eight-month period reached over VND 38,330 billion, an increase of 22.1%.P.H

According to the Department of Industry and Trade, the total retail sales of goods in the province over the first eight months of 2026 are estimated at over VND 78,819.5 billion, an increase of 19.17% compared to the same period last year. Specifically, in August alone, total retail sales were estimated at over VND 10,227.5 billion, up 0.6% from the previous month and up 30.48% year-on-year.

The extraction term is five years from the license's effective date.In addition to granting extraction rights, the Provincial People's Committee requires Cotto Mikado Joint Stock Company to strictly monitor flow rates, water levels, and water quality; to extract and use water economically and efficiently, minimizing loss; and to avoid infringing upon the legal water resource extraction and usage rights of other organizations or individuals.The enterprise must also fully meet its financial obligations regarding water resources. He also requested the Department of Culture, Sports and Tourism to coordinate with relevant units to develop distinctive tourism products associated with the Ly Dynasty heritage, Quan Ho folk songs, traditional craft villages, spiritual tourism, and the MICE market; to improve infrastructure, enhance the quality of human resources, and strengthen tourism promotion.He urged businesses to strictly implement the signed agreements, strengthen linkages in product development, improve service quality, and aim for Bac Ninh to welcome over 10 million tourists by 2030, including over 1 million international tourists.At the program, travel businesses signed a memorandum of understanding to cooperate in building and developing tourism products in Bac Ninh province for the period 2026-2030, contributing to the formation of unique tours and routes, expanding the domestic and international tourist market, and promoting the development of local tourism in a professional and sustainable direction.P.H
