This commitment is reflected in Viet Nam's participation in the FCTC on November 11, 2004, as well as the enactment of the Tobacco Harm Prevention Law on June 18, 2012.The National Assembly approved an amended excise tax law in June 2025, which introduces a new mixed tax system set to take effect in 2027, with tobacco taxes scheduled to rise progressively until 2031. In addition to tax increases, another key measure is the creation of smoke-free environments, particularly in public spaces and within the tourism sector.Viet Nam is actively collaborating with the international community to promote tobacco harm prevention and the creation of smoke-free environments, contributing to the protection of public health and fulfilling its commitments under the FCTC./.

The World Health Organization (WHO) awarded Viet Nam a certificate in recognition of the country’s contributions and achievements in tobacco harm prevention and control on the occasion of the 79th World Health Assembly (WHA79) held in Geneva from May 18–22.

Photo: Le SonAttending the meeting on behalf of Dak Lak were Vice Chairman of the provincial People’s Committee Truong Cong Thai, Director of the provincial Department of Industry and Trade Nguyen Thi Thu An, and leaders of relevant departments and agencies.Significant potential for an energy hub in the Central HighlandsReporting at the meeting, Nguyen Thi Thu An, Director of the Dak Lak Department of Industry and Trade, said that under the revised Power Plan VIII, the province has been assigned 125 power generation projects with a combined capacity of more than 14,036MW. Photo: Le SonRegarding the power grid, Dak Lak has been planned in a synchronized manner with nine 500kV substations, 13 500kV transmission lines, 26 220kV substations, 40 220kV transmission lines, and multiple 110kV substations and transmission lines to evacuate capacity from power generation projects. To date, the province has approved investment policy for 15 power generation projects with a total capacity of 892.5MW, mainly wind and solar power projects. Among them, four wind power projects: Cu Ne 1, Cu Ne 2, Krong Buk 1 and Krong Buk 2, with a combined capacity of 200MW have basically completed construction and are expected to be put into operation in 2026. Photo: Le SonAt the meeting, Dak Lak Vice Chairman Truong Cong Thai affirmed that the province would mobilize all resources to accelerate site clearance, identifying this as a key bottleneck that must be prioritized for resolution in order to promote both public investment and non-budget investment.According to the provincial leadership, Dak Lak will settle projects facing obstacles within local authority in order to put them into operation soon, creating conditions for investors that have already disbursed large amounts of capital. Photo: Le SonThe provincial People’s Committee has also assigned the Department of Industry and Trade to conduct a comprehensive review of related tasks and clearly assign responsibilities to each leader and official, demonstrating strong determination in implementing projects and readiness to capitalize on special mechanisms and policies from the central level. Photo: Le SonNo power shortages under any circumstancesConcluding the meeting, Deputy Minister Nguyen Hoang Long stressed that the implementation of the national power development plan, including the revised Power Plan VIII, is a task of a “mandatory” nature, directly linked to ensuring energy security, economic security and national security. According to the Deputy Minister, amid rising electricity demand, climate change and increasingly pressing energy transition requirements, power shortages must not be allowed to occur under any scenario, especially in the period from now until 2030.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/05/21/screenshot-2026-05-21-170101-17011452.png" alt="Deputy Minister Nguyen Hoang Long delivers concluding remarks at the working session. Photo: Le Son&nbsp;Deputy Minister Nguyen Hoang Long said that in recent years, the Politburo, the National Assembly and the Government have issued a number of resolutions and special mechanisms to remove bottlenecks in the power sector. Many of these contain breakthrough provisions, such as stronger decentralization to localities, flexible forms of investor selection, and direct contractor appointment for urgent and key energy projects. However, while mechanisms are already in place, the key issue now lies in implementation, requiring proactiveness, determination and a high sense of responsibility from local authorities.According to the Deputy Minister, for projects already included in the planning, localities need to quickly complete investment procedures, site clearance and investor selection in accordance with legal regulations, avoiding prolonged delays that could result in lost development opportunities. Adjusting project timelines is necessary and normal, but this must be based on a realistic assessment of investors’ capacity, commitments and implementation ability to ensure the feasibility and overall effectiveness of the planning.Regarding the transmission system, the Deputy Minister requested relevant units, particularly Vietnam Electricity and the National Power Transmission Corporation, to maximize resources and absolutely avoid delays in substation and transmission line projects. This is a key factor determining the ability to evacuate capacity from renewable energy projects; delays would lead to waste of social resources and undermine investor confidence.Regarding offshore wind power development, Nguyen Hoang Long said that under current regulations, projects in the 2025 - 2030 period with a total capacity of around 6,000MW fall under the authority of the Prime Minister for investment policy approval, while projects in the 2031 - 2035 period with a scale of around 11,300MW will be decentralized to provincial-level People’s Committees where connection points are located. This places a requirement on localities to proactively prepare infrastructure, land resources, site clearance and significantly improve the investment environment if they wish to attract large-scale projects.The Deputy Minister cited practical examples, saying that coastal localities such as Quang Ninh and Hai Phong are competing vigorously to attract offshore wind power projects, even offering special support mechanisms. Therefore, localities that move quickly, act decisively and prepare well will have a significant advantage in attracting strategic investors.According to the Deputy Minister, an offshore wind power project, once implemented, is not simply a power project but can also lead to the formation of an entire economic ecosystem, including industrial parks, data centers, logistics, technical services and even high-tech agriculture. This is an important driver for regional economic growth and sustainable economic restructuring.Deputy Minister Nguyen Hoang Long affirmed that the Ministry of Industry and Trade will continue to accompany localities, promptly addressing difficulties and obstacles within its authority, while reporting issues beyond its authority to the Government. Specifically, total oil and gas equivalent output in the reviewed period was estimated at 5.62 million tonnes, exceeding the four-month plan by 19% and fulfilling 39% of the annual target. Of this, crude oil output was estimated at 3.59 million tonnes, surpassing the four-month plan by 12% and reaching 36% of the yearly target. A monitoring and management platform for environmental protectionIn the context of the government issuing the Development Program for the Environmental Industry (EI) sector for the 2025 - 2030 period, environmental protection in the mining sector is shifting from impact control to becoming a strategic pillar of development. The program sets the goal of developing domestic technologies, equipment, and products in the EI sector, promoting circular economy and environmental protection, with digital transformation identified as one of the essential tools.At the Vietnam Coal and Mineral Industrial Group (TKV), this orientation has been implemented through a series of coordinated action programs. As early as the end of 2024, the Group issued resolutions, directives, and action plans related to environmental protection and sustainable development, notably Resolution No.212-NQ/DU and Action Program No.02/CTr-TKV. Environmental management software and databases have been perfected, along with training sessions for main production units starting April 2025, ensuring regular updates of environmental data to serve management and administration.&nbsp;Meteorological monitoring stations have been installed at critical areas and connected to rainfall monitoring software for disaster prevention. A disaster risk alert software was put into operation from September 2025. TKV’s Environmental Monitoring Data Management Centre has been upgraded and automatically connected across the Group to enhance monitoring efficiency at production sites.In operation, TKV maintains 48 mine wastewater treatment stations, 39 industrial wastewater treatment stations, and 80 domestic wastewater treatment stations, ensuring that discharged water meets quality standards. Dust control is implemented extensively through over 125 misting devices and 167 specialized watering vehicles, while environmental sanitation is maintained on more than 30km of transport roads, especially near residential areas and spoil sites. TKV has completed all 44 comprehensive environmental protection plans at major production areas, achieving 100% of the target, demonstrating a clear shift from isolated treatment to total, coordinated spatial management.Alongside wastewater, solid waste, and air pollution management, TKV actively carries out environmental restoration, with planted areas in 2025 reaching approximately 100.2% of the plan, raising the total area to around 2,480ha, reflecting a strong link between extraction and environmental restoration. Chuyen emphasized: “Implementing digital transformation in environmental monitoring not only helps us manage data in a timely manner but also provides a solid basis for planning risk prevention and enhancing disaster response capacity. This marks a shift from reactive to proactive thinking, serving as a pillar in TKV’s sustainable development strategy.”Towards sustainable development and circular economyThe 2025 - 2030 EI Development Program targets that by 2030, Vietnam will master 70 - 80% of wastewater treatment technologies, 60 - 70% of air treatment technologies, 50 - 60% of solid and hazardous waste treatment industries, and meet 60 - 70% of domestic sorting and recycling needs. The Group also builds the EI goods market through domestic enterprise support, expanding market demand via orders and direct contracting, developing capacity in supplying EI equipment, technology, and products, and organizing trade promotion and foreign investment attraction.In innovation and digital transformation, TKV supports enterprises in applying international management systems, CAD/CAM, mechatronic equipment, and intelligent control systems. The Group develops biosensor products and biotechnological production lines serving the EI sector, while promoting digital application across all stages of operation and environmental monitoring.&nbsp;Nguyen Manh Chuyen affirmed: “In 2026, we will continue implementing digital transformation linked to real-time environmental management. The alert, monitoring, and command system will enable TKV to prevent incidents at the source, minimize environmental impacts, and integrate across the entire production value chain. Total output reached approximately 2.3 million tonnes, with more than 2 million tonnes supplied to the market, exceeding the planned target.Amid strong market volatility, the refinery has proactively prepared sufficient crude oil and intermediate feedstock to ensure continuous high-capacity operations. For BSR, this includes continuing to apply technological solutions in corporate governance, promptly reporting key operational indicators to support regulatory scenarios, and ensuring high-capacity operations while maintaining absolute safety within operational and design limits. The company is also required to diversify feedstock sources, particularly domestic supplies, strengthen connectivity among units within and beyond the group, and move towards an integrated value chain management model. Together with Petrolimex and other key distributors, efforts should be made to reorganize the supply chain in a more synchronized and efficient manner.He also underscored that enterprises must share responsibility with the economy in a targeted manner, ensuring that benefits are directly transmitted to the market and end consumers rather than remaining within intermediary stages such as transportation or distribution. Priority should be given to solutions that reduce retail prices and adjust discount mechanisms appropriately, thereby providing tangible support to people and businesses.For units under the Ministry, he called for close coordination with enterprises to update and develop proposals on reserves, including both crude oil and refined products, ensuring alignment with regulatory and energy security requirements in the new context. He also urged the prompt review and incorporation of feedback from the meeting to refine policy frameworks in the process of amending the Petroleum Law, as well as strengthening coordination with the Ministry of Science and Technology to review and adjust technical standards related to petroleum products, particularly indicators such as oxygen, ethanol, and olefins. He suggested a phased approach—first improving the efficiency of internal combustion engine vehicles, then shifting to new-energy vehicles, and ultimately developing an intelligent transport system.From a policy standpoint, Nguyen Xuan Thuy of the University of Economics under Viet Nam National University, Ha Noi, and a consultant to the United Nations Industrial Development Organization, emphasized the need to align transport policies with the development of the domestic automobile and motorcycle industry. She noted that the transition should not only address congestion and pollution, but also support emissions reduction and the growth of a green industrial sector.International experience shows that effective transport transformation requires a coordinated mix of policy tools. Financial incentives—such as subsidies for electric vehicles and tax and fee reductions—are crucial in the early stages to stimulate demand. These should be complemented by regulatory measures, including low-emission zones, emission labeling, and emission-based charges.Infrastructure development is also key. Expanding charging networks, battery-swapping systems, and requiring charging facilities in buildings can help ease concerns and improve access for users transitioning to electric vehicles.According to the Ha Noi Department of Agriculture and Environment, the city is developing a roadmap for low-emission zones tailored to local conditions. Officials note that pedestrian streets already function as a form of low-emission zone, and pilot models will provide a basis for broader expansion.Meanwhile, the Ha Noi Department of Construction said the city will continue promoting public transport, managing high-emission vehicles, and encouraging the use of cleaner alternatives. Plans also include expanding pedestrian areas, improving transit connectivity, and investing in green infrastructure such as charging stations and battery treatment systems.Authorities are also working on support policies for individuals and businesses to transition to environmentally friendly vehicles, alongside building a monitoring and evaluation system based on scientific tools and digital technologies./.
