Cho đến nay, Hiệp định CPTPP có 12 Thành viên, bao gồm: Australia, Brunei, Canada, Chile, Malaysia, Nhật Bản, Mexico, New Zealand, Peru, Singapore, Vương quốc Anh và Việt Nam.Về phía Việt Nam, Hiệp định CPTPP đã giúp hoạt động xuất nhập khẩu giữa Việt Nam tăng trưởng mạnh mẽ. Bilateral trade reached US$7.3 billion in 2024 and topped US$5 billion in the first nine months of 2025. Imports of Kuwaiti crude oil ensure a stable supply for the Nghi Son refinery, which supplies more than 35 percent of Viet Nam's domestic fuel demand. Meanwhile, Viet Nam's exports to Kuwait have become more diversified, ranging from agricultural and aquatic products to machinery, electronics, and wooden furniture.Ambassador Nguyen said that the two countries can expand cooperation in oil, gas, and energy, including emerging areas such as renewable energy. Photo: VGP.&nbsp;&nbsp;&nbsp;Currently, the MoIT is representing the Government in reporting to the National Assembly on the drafting of the Law on E-Commerce, which will continue to clarify the duties of all stakeholders on e-commerce platforms.Second, on direction and administration, the Government, the Prime Minister, and relevant ministries have issued numerous resolutions and directives to strengthen efforts against counterfeit goods, including in the e-commerce environment. The MoIT is also implementing a Prime Minister-approved project to combat fake, substandard, and low-quality goods traded online.Regarding enforcement, market surveillance forces play a core role. Local authorities have been working closely with other functional agencies such as the police and customs to intensify inspections and supervision.“We have carried out many regular and continuous inspections. Earlier this year, under the Prime Minister’s direction, a peak campaign was launched nationwide, helping prevent and handle multiple violations. However, the ministry views this as an ongoing mission, not a temporary effort,” Deputy Minister Nguyen Sinh Tan stressed.Third, on the responsibilities of e-commerce platform operators, he noted that under existing regulations, platform owners must verify the origin and authenticity of goods listed for sale, ensuring proper invoices and documentation.They are also required to establish mechanisms for checking and tracking goods during delivery to protect consumers. If counterfeit or imitation products are detected, platforms must remove the offending sellers within 24 hours.While e-commerce activities take place in the digital space, physical goods are still traded and delivered, Tan said, underscoring the need for authorities to focus inspections on warehouses and production facilities linked to counterfeit goods.“We are encouraged by the strong growth of e-commerce, which shows that consumers have confidence in this business model,” said Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan. The information was shared by Mr. Luke Treloar, Managing Partner and Head of Healthcare and Life Sciences Strategy Consulting at KPMG Vietnam, during the seminar titled “Future Value of the High-Quality Generic Drug Market,” organized by the Dai bieu Nhan dan Newspaper on the morning of November 5.High-quality generics can cut treatment costs by up to 40%.The report, “Future Value of the High-Quality Generic Drug Market,” published by KPMG Vietnam, highlights that Vietnam is entering a period of rapid population aging, with the percentage of elderly people projected to increase by an additional 3.6% by 2034, consequently driving a strong rise in demand for healthcare and drug consumption.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2025/11/06/ds-17203146.png" alt="Overview of the Seminar. However, in the context of an aging population, the healthcare budget increasingly faces pressure.In this scenario, the development of high-quality generic drugs becomes a strategic solution.Mr. Treloar emphasized: “Generic drugs help reduce costs, maintain affordability for the public, while supporting the healthcare system to become more sustainable and inclusive.” Experience from 12 European countries between 2005 and 2014 showed that generics resulted in a 49-69% reduction in daily treatment costs, concurrently broadening access to healthcare services.The KPMG report noted that Vietnam's pharmaceutical market grew from $4 billion in 2019 to a projected $9.2 billion in 2029. Generic drugs played a dominant role, increasing their market share from 55.2% in 2019 to 62.4% in 2029, with a Compound Annual Growth Rate (CAGR) of 11% during the 2019-2024 period. Conversely, branded drugs grew slower, at only 7%, reaching USD 1.4 billion by 2029.Notably, Vietnam's generic drug market is also rated as one of the most dynamic markets in Asia. During the 2019-2024 period, the average growth rate reached 9.1%, ranking third in the region, trailing only China (12.8%) and Singapore (9.3%).This growth rate is projected to accelerate to 9.7% during the 2024-2029 period, positioning Vietnam as the fastest-growing generic drug market in Southeast Asia. However, the average per capita expenditure on generic drugs remains modest, at only USD 35.9 in 2024, indicating significant room for growth, especially as income and healthcare demand increase.Vietnam is transitioning from low-to-middle income status, with per capita income increasing by 5.9% annually, and is expected to rise by 8.9% per year over the next five years. The expansion of the middle class and improving living standards are facilitating better public access to pharmaceutical products and healthcare services. The National Strategy for Pharmaceutical Industry Development aims to transform Vietnam into an ASEAN pharmaceutical hub by 2030, focusing on enhancing domestic production capacity, drug quality, and exports.According to KPMG, Vietnam's generic drug market is forecasted to reach USD 13.1 billion by 2039. If policy reforms concerning regulations, investment, and incentives are effectively implemented, the industry could grow by 15-20% annually, reaching a market size of USD 29-55 billion, thereby positioning Vietnam as a leading pharmaceutical hub in Southeast Asia.Regarding economic contribution, if the current growth rate is maintained, the generic drug sector will contribute USD 4.4 billion to the GDP by 2039. This figure clearly reflects the gap in technology, governance, and investment compared to countries with developed pharmaceutical sectors.The high cost of achieving EU-GMP compliance is the biggest challenge, requiring infrastructure upgrades, technology investment, and maintenance of international certification. Most small and medium-sized domestic enterprises struggle to access preferential capital, slowing down the international production expansion process and restricting both competitiveness and pharmaceutical self-sufficiency.However, legal barriers are also significant. Currently, the drug registration process takes 24-36 months, which is two to three times longer than in many ASEAN countries. This delay hinders the timely market entry of generic drugs, increasing production costs and limiting public access to affordable medicines. While the current drug pricing policy facilitates easier patient access, the low profit margins restrict enterprises from reinvesting, undertaking technological innovation, and expanding production.Mr. Gregory Charitonos, Chairman of the European Standard Medicines Sub-Committee (EuroCham), emphasized that in Europe, maintaining high and harmonized standards is a key factor in building a sustainable pharmaceutical industry capable of global competition. “With the ambition to become the region's pharmaceutical export hub, Vietnam should view EU-GMP compliance not as a barrier, but as the minimum and necessary foundation for the industry's development,” he stated.Sharing the same view, Mr. Attila Molnar, Vice Chairman and Treasurer of the European Standard Medicines Sub-Committee (EuroCham), argued that not all generic drugs are equal in terms of safety, efficacy, and manufacturing reliability. The EU-GMP standard ensures drugs are manufactured in a strictly controlled environment, with stable processes and transparent data, thereby maintaining patient trust and the credibility of pharmaceutical regulation. If products that do not meet these high standards are still considered equivalent, it will undermine patient confidence, lead to inconsistent treatment outcomes, and affect the reputation of healthcare governance.EuroCham experts proposed that Vietnam implement a fast-track review mechanism, mutual recognition for drugs already approved in the EU or the US, simplification of technical dossiers, tax and investment incentives, and the implementation of training and technology transfer programs. These reforms would not only reduce the administrative burden and attract domestic and foreign capital but also enhance competitiveness, promote pharmaceutical self-sufficiency, and help Vietnam move closer to its goal of building a modern, deeply integrated pharmaceutical industry.At the seminar, National Assembly delegates affirmed that drug quality is non-negotiable. In a world economy marked by geopolitical tensions, supply chain disruptions and growing pressure for green transformation, Vietnam continues to affirm its position as a stable and reliable destination for European investors. The latest BCI results, announced by EuroCham on October 14, recorded 66.5 points, the highest figure since 2022.Vietnam remains a firm pillar for European investmentThe global trade landscape is changing more rapidly than ever. Complicated tax refund procedures and inconsistent implementation of labor permit regulations across localities remain obstacles that affect business operations. Nevertheless, a significant improvement has been recorded since August 2025, when the Government issued three new decrees to modernize visa and work permit regulations, aiming to build a transparent, consistent and predictable business environment.Decree No. 219 authorizes local governments to issue work permits, allows online submission of documents, reduces experience requirements for specialists in new key industries, and expands exemptions for foreign workers. Decree No. 221 introduces a temporary visa waiver for selected groups of foreigners who make positive contributions to Vietnam’s socio-economic development. Meanwhile, Decree No. 229 expands visa exemption to 18 European Union member states, promoting stronger people-to-people and business ties between Vietnam and Europe.According to the BCI survey, 48% of businesses said these policy reforms have had a positive impact on their operations. The new decrees mark an important step toward a more open and business-friendly environment, in line with long-term recommendations repeatedly raised by EuroCham in its annual Whitebook.Chairman Jaspaert emphasised: “As Vietnam aspires to become a high-income, developed nation within the next two decades, talent mobility and skills transfer must be placed at the heart of this journey. These reforms are critical to ensuring that international expertise can flow freely to where it is most needed, unlocking innovation and strengthening Vietnam’s private-sector capacity.”Green transition: From vision to actionThe European Union’s Deforestation Regulation (EUDR), scheduled to take effect in 2026, is creating notable changes in export practices. In response, many companies are reviewing their supply chains to ensure transparency, traceability and sustainability.According to EuroCham’s latest survey, more than one-third of European businesses in Vietnam are studying the new EUDR requirements, while about 11% have begun adjusting their procurement processes to comply with EU sustainability standards. This marks an important transition that could reshape global value chains in manufacturing, agriculture and forestry towards greater transparency and accountability.In Vietnam, awareness of sustainable growth is rising. The level of understanding about the National Green Growth Strategy for the 2021 - 2030 period has reached 43%, while about one in five businesses are already taking part in or benefiting from programs promoting energy efficiency and innovation. These figures show that the “green shift” is expanding across both foreign-invested and domestic enterprises.On the financial front, the green economy is emerging as a new driver of growth. At the Global Gateway Forum 2025 held in Brussels on October 9, European Commissioner Jozef Síkela met with Vietnamese Deputy Prime Minister Bùi Thanh Sơn to reaffirm the EU’s commitment to Vietnam’s green transition. Through the Just Energy Transition Partnership (JETP), Team Europe has pledged 2.8 billion euros to help Vietnam cut emissions, boost renewable energy and modernize the national grid.In addition, the Global Gateway initiative, aiming to mobilize 300 billion euros by 2027, is directing investment flows into clean energy, transport and digital infrastructure across Asia, identifying Vietnam as a key partner.At the business level, around one-fourth of European enterprises in Vietnam have implemented green initiatives over the past two years. The most common measures include ESG reporting and certification, digital monitoring for energy efficiency, and waste reduction programs. Circular economy models are also being expanded, with 37% of companies piloting projects to reduce or offset carbon emissions.However, the use of renewable energy remains limited due to inadequate grid infrastructure and difficulties in accessing the Direct Power Purchase Agreement (DPPA) mechanism. They also called for clear regulations on licensing amendments, violation handling, and transitional clauses to enhance coherence and feasibility.Promoting sustainable e-commerce developmentDuring the discussion, the representative of the Vietnam Trade Promotion Agency under the MoIT suggested the drafting team further specify several key elements in the draft law.Provisions defining “large digital platforms” (Articles 3, 16, 17, 18, 31) currently lack quantitative criteria. Without clear thresholds, enforcement could be difficult, particularly in monitoring obligations and platform accountability. The agency recommended referencing benchmarks in other legislation, such as the Law on Electronic Transactions or the Law on Consumer Protection, like user-base thresholds (e.g., around three million users) to ensure consistency.Regarding Article 39 on “green e-commerce,” the agency noted that the draft fails to connect with national or international standards on sustainability, risking inconsistent self-defined “green” criteria across platforms. It proposed reviewing the draft to align management and trade promotion in the digital environment with existing laws on trade promotion, advertising, and sales stimulation, avoiding overlapping authority while encouraging sustainable e-commerce development.A representative from the MoIT’s Legal Department emphasized that the draft law must accurately reflect the nature of relationships in this sector, distinguishing those between service providers and consumers from those between service providers and regulatory bodies. Treating e-commerce merely as a conventional cross-border service could create disparities in tax and legal obligations. The law must uphold fairness, comply with the Constitution and international commitments, and protect domestic enterprises’ interests during integration and implementation.Concluding the session, Deputy Minister Nguyen Sinh Nhat Tan affirmed that the feedback received was vital for enhancing the draft law’s feasibility and alignment with international commitments.
