From March 16 to 18, the 12th Meeting of the Joint Committee on the Implementation of the Regional Comprehensive Economic Partnership (RCEP) Agreement (RJC 12) took place in Wellington, New Zealand, with the participation of representatives from 10 ASEAN Member States and 5 partner countries: China, Japan, the Republic of Korea, Australia, and New Zealand. Based on the RSU's 2025 Annual Report, the countries discussed the implementation status of this Unit, including proposals for adjusting and expanding personnel, the implementation of technical support functions for member countries, as well as issues related to the Terms of Reference (TOR) and the future direction of the RSU's activities, given that the current term of the RSU will end at the end of 2026. The meeting also reviewed the financial contributions of members to the RCEP Trust Fund and the budget plan for the next phase. In addition, participating countries were updated on the progress of building the RCEP Agreement's website to enhance access to information for businesses and the public.Regarding the membership expansion process, the meeting discussed issues related to the review of applications from interested economies. Based on the responses of applicants to the questionnaire assessing readiness to join the Agreement, the countries exchanged views on the next steps to promote the accession review process, including expected timelines and work plans for the next phase. The meeting also heard a report from the ASEAN and East Asia Economic Research Institute (ERIA) on the research assessing the readiness of economies interested in joining the RCEP Agreement, thereby supporting member countries in their consideration and decision-making.In addition, the meeting began initial discussions on preparing for a comprehensive review of the RCEP Agreement, a crucial task that RCEP Leaders and Ministers have directed to be implemented in the near future. The participating countries also heard reports on the results of meetings of sectoral committees, including the Committee on Rules of Origin and the Committee on Services and Investment, and discussed issues arising during the implementation of the Agreement, including the difficulties and challenges faced by member countries and businesses.Furthermore, the meeting discussed the RCEP Joint Committee's work program for 2026, as well as other issues related to further strengthening the Agreement's institutional framework, including Indonesia's proposal to establish an RCEP Secretariat by upgrading the current RSU. The countries also discussed Timor-Leste's participation in the RJC meetings and sectoral committees, as well as other issues related to the implementation of the Agreement.The 12th RJC meeting affirmed the commitment of member countries to continue promoting the effective implementation of the RCEP Agreement, while preparing for the next steps in the Agreement's development, including membership expansion and a comprehensive review of the Agreement's content to ensure it remains relevant to the rapidly changing regional and global economic landscape.The 13th RJC meeting is scheduled to take place in June 2026.Anh Ngoc

Instead, it is largely driven by artificial intelligence, software development and system integration—the areas where Viet Nam enjoys several comparative advantages.First, software and AI capabilities. Today's drones are far more than "small airplanes." Their core value lies in advanced technologies such as navigation systems, computer vision, autonomous operation and AI-based control. In essence, software determines much of a drone's value. Viet Nam has a large and growing pool of software engineers, a rapidly expanding AI ecosystem and relatively low research and development (R&amp;D) costs, all of which strengthen its competitiveness in this field.Second, Viet Nam's position within the regional electronics supply chain. The production of drones requires a range of components, including chips, cameras, sensors, motors and batteries. These are widely manufactured across the East Asian supply network, placing Viet Nam in a strategically advantageous location for efficient sourcing and production.Third, competitive manufacturing costs. Drones are categorized as light electronic and mechanical products that can be assembled through modular production processes. Such products align well with Viet Nam's manufacturing capabilities and skilled technical workforce, allowing the country to remain globally competitive in terms of production costs.Fourth, strong domestic demand. Viet Nam offers numerous practical applications for drones, including agriculture, power grid inspection, forest and maritime surveillance and logistics. A large and diverse domestic market enables businesses to test, refine and scale their technologies quickly. In contrast, many countries have struggled to develop strong robotics industries due to the absence of a sufficiently robust home market.Minister Nguyen stressed that Viet Nam is entering a new stage of development. In this phase, technology enterprises will play an increasingly important role. Companies that are willing to invest in research and development (R&amp;D), develop new technologies, and venture into challenging fields will be the ones leading the economy.The State has the responsibility to create a favourable environment for technology enterprises to grow: an open and enabling institutional framework, a strong innovation ecosystem, policies that encourage research and development, and acting as the first buyer of new technological products.He added that the Ministry of Science and Technology will continue to accompany technology enterprises, promote R&amp;D activities, facilitate the commercialisation of research results, and support the development of new technologies.Earlier, experts forecast that Viet Nam's UAV market could hit US$10 billion and create 1 million jobs by 2035, offering major opportunities for local tech firms to invest in R&amp;D, manufacturing, and services.The UAV usage is expanding across Viet Nam. In agriculture, the Mekong Delta already operates over 3,000 drones across 1.5 million hectares. The agricultural UAV and robotics market is predicted to reach US$ 363.7 million by 2030, up 4.76 percent annually. A single drone can spray or monitor 60–70 hectares per day, far exceeding the manual labor capacity of 1 hectare. In the electricity sector, one hour of UAV inspection can replace three days of manual work.With the issuance of Decree 288, dated November 5, 2025, regulating the management of unmanned aircraft and other flying vehicles, Viet Nam now has a clearer regulatory framework for unmanned aerial vehicles. Previously, UAVs were managed mainly under the Law on People’s Air Defence, where they were treated primarily as security-sensitive objects. This approach made access and deployment difficult, even for aviation professionals.Although the Party and Government have identified the low-altitude economy as a potential growth driver, the regulatory system has not yet fully shifted from a control-oriented mindset to a development-oriented one. Procedures remain relatively complex, which slows down commercial expansion./.

One notable improvement is the transition from manual voter list management to digital systems, helping shorten processing time, improve accuracy and reduce administrative workloads at the grassroots level.Inspection, supervision and the settlement of complaints and denunciations have been implemented systematically to ensure fairness and transparency. Meanwhile, communication efforts have been intensified through multiple media platforms to help voters better understand their rights and responsibilities.Security and safety measures have also been deployed nationwide, including the protection of information technology systems and cyberspace, to ensure the election is conducted safely and smoothly.Regarding new features of this election, Tran said this is the first general election to be held under the revised Law on Election of Deputies to the National Assembly and People's Councils.Key changes include holding the election two months earlier than in previous terms, requiring procedures to be streamlined while maintaining strict management.The organization of polling areas and election bodies has also been adjusted in line with the new two-tier local administration model, aiming to enhance coordination and accountability among authorities and related organizations.Another reform is the expansion of campaign methods, allowing voter meetings to be conducted both in person and online, thereby improving accessibility and transparency while ensuring compliance with legal regulations.Digital transformation has become a major highlight of this year's election process, with information technology applied in voter list management, election communication, progress reporting, vote counting support and result aggregation. However, alongside economic reforms and expanding international integration, per capita income rose to approximately USD 4,700 by 2024.This transformation has been closely tied to the rapid expansion of international trade.Between 1986 and 2024, Vietnam’s goods exports as a share of GDP surged from 9% to 87%, reflecting the country’s increasingly deep integration into global supply chains.Vietnam has also actively participated in international economic cooperation frameworks while building an extensive network of free trade agreements. New-generation trade deals such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Regional Comprehensive Economic Partnership (RCEP), and free trade agreements with the European Union and the Eurasian Economic Union have opened vast market opportunities for Vietnamese goods.During the 2025 - 2029 period, four Asian economies India, Vietnam, Indonesia, and the Philippines are projected to rank among the world’s top 30 economies in terms of both trade size and growth.Notably, Vietnam is forecast to rank fifth globally in terms of trade growth scale during this period.Updated projections released in early 2026 further reinforce the positive outlook. The average Consumer Price Index (CPI) in the first two months rose by 3 percent year-on-year. The monetary market and exchange rates were basically stable, while public debt, Government debt and national external debt remained well below statutory ceilings.&nbsp;All three economic sectors recorded positive growth. The Index of Industrial Production (IIP) rose by 10 percent in the first two months, compared to 7.5 percent in the same period last year. Agricultural production remained stable, meeting increased consumption demand during the Lunar New Year (Tet) holiday.Domestic consumption continued to improve, with total retail sales of goods and consumer service revenues increasing by 8 percent. From January 1, 2026, the Fisheries Service under the National Oceanic and Atmospheric Administration (NOAA) will require shipments to obtain a Certificate of Admissibility (COA) to qualify for export to the US market. Priority will be given to projects using advanced and modern technologies, producing green steel, alloy steel, and steel for manufacturing industries, with a view to developing highly competitive products capable of integrating into global value chains. Enhancing the application of science and technology in production is emphasized to improve productivity and product quality in line with international standards.The spatial distribution of steel production will be planned rationally based on geographical advantages, with large-scale projects concentrated in localities that have deep-water ports, favorable infrastructure conditions, renewable energy resources, and suitable production inputs. In particular, the Law on Electricity No. 61/2024/QH15 serves as the highest legal framework governing Vietnam’s power sector in a comprehensive manner toward sustainability, green growth and modernization. The law prioritizes renewable energy development, including wind and solar power; promotes self-production and self-consumption mechanisms; encourages private investment; and institutionalizes energy transition policies, especially for offshore wind power.Compared with previous electricity regulations, the Law on Electricity No. 61/2024/QH15 introduces several new provisions, including policies to promote green energy transition by encouraging renewable, new and smart energy sources toward emission reduction targets; strong development of rooftop solar power through clear incentive mechanisms for self-produced and self-consumed rooftop solar systems, with reduced administrative procedures for households and businesses.At the same time, the law establishes a solid legal framework for offshore wind power development, a new energy source with significant potential in Vietnam. This reflects a systematic, synchronized and timely approach, rather than addressing each sector separately as in the past. Given rapidly rising energy demand, increasingly stringent requirements for emission reduction and environmental protection, and the goal of double-digit economic growth from 2026, this approach is both necessary and appropriate.Second, the resolution introduces flexible and timely mechanisms to address issues arising during the implementation of planning. Allowing adjustments and updates to planning without altering overarching objectives, major orientations or total capacity by power source structure represents a notable advancement.This mechanism helps remove bottlenecks related to project progress, synchronization between power sources and grids, and replacement of delayed projects, while enhancing proactive management and supervision of planning implementation, and maintaining planning discipline and power control.Third, the resolution clearly demonstrates a spirit of administrative reform and reduction of compliance costs for businesses. This approach ensures consistency across the programme without rigid replication or formalism.From the investment preparation stage, Cao Bang province clearly identified the guiding principle that investment in border-area education must be well-prepared, methodical and sustainable. The design was developed based on careful studies of terrain and climate, with spatial organisation adapted to natural topography to minimise excavation and reduce costs. The project features a central community activity hub, rational layouts for classrooms, boarding facilities and common areas, optimised natural ventilation and lighting, and safe, continuous and sustainable operation suited to highland conditions.In this phase, Cao Bang is constructing 11 boarding school projects, including one sponsored by Hanoi, demonstrating the deep solidarity and shared responsibility of the capital with mountainous and border localities.
