A strong driving force for rural industrial productionThe province of Hung Yen is currently home to around 17,000 rural industrial production establishments, over 100 traditional craft villages and craft villages, providing employment for more than 60,000 rural workers. Previously, the company relied on outdated machinery. With support from the Hung Yen Center for Industrial Promotion and Trade Promotion, the company was able to purchase new equipment, renovate its production system, and significantly improve efficiency and product precision.“We hope that authorities at all levels in Hung Yen will continue to provide greater support for mechanical enterprises like ours so that we can grow stronger, create more jobs for local people, and expand our reach and integration,” said Tran Van Vy, Director of Vy Dung Trading and Production Co., Ltd.Other examples of effective support include Viet Bach Food Co., Ltd. in An Thi District, which received funding to install two spiral mixers and an automatic packaging machine for food processing; Halo Mold Tech Co., Ltd. in Yen My District, supported to acquire a Hankook EDM CNC drilling machine for mechanical processing; and Minh Tien Agricultural Cooperative in Phu Cu District, which received support to apply a drying cabinet for longan processing. After being put into operation, the new machinery and equipment helped the businesses and cooperatives improve both productivity and product quality.Priority allocation of financial resourcesTo ensure industrial promotion serves as a strong driver of rural industrial development, Hung Yen has consistently allocated substantial resources to this effort in recent years. Annually, the province sets aside approximately VND 4 billion to support activities under the Industrial Promotion Program for the 2021–2025 period.This funding has helped many rural industrial establishments invest in expanding production scale, upgrading technology, and applying scientific advances to improve productivity, product quality, and competitiveness. Additionally, the funding has enhanced management capacity and encouraged businesses to actively engage in international economic integration, while also contributed to strengthening rural infrastructure and promoting rural development and industrialization.In 2025, the Hung Yen Provincial People’s Council issued Resolution No. 553/2025/NQ-HDND dated February 18, 2025, on the spending norms for industrial promotion activities in the province.Regarding support for the application of advanced machinery in production, the province allocates funding for model forums to disseminate new technologies and new product development. The support level is capped at 30% of the total cost, but not exceeding VND 1 billion per model.Support for high-performing rural industrial establishments that serve as good examples for replication is capped at VND 100 million per model.Funding for pilot models applying cleaner production methods in industrial activities is capped at 30% of the total cost, with a maximum of VND 500 million per model.Support for the application of advanced machinery and equipment, technology transfer, and application of scientific and technological advances in industrial and handicraft production is capped at 50% of the total cost, but not exceeding VND 300 million per establishment. In cases where only technological lines are supported, the support level shall not exceed 1.5 times the cap applied to advanced machinery and equipment support.Compared to many other localities, Hung Yen's maximum support levels for industrial promotion activities are relatively high. This reflects both the effectiveness of industrial promotion efforts in recent years and the province's strong commitment to further promoting these activities. Public investment must be managed more effectively, focusing on both scale and quality, from project selection to implementation and monitoring. International experiences show that countries which escape the middle-income trap and transition to high-income status consistently improve the quality of their institutions.The second report highlights that climate adaptation investment is key to minimizing weather-related risks to Viet Nam's agriculture, businesses, and industrial infrastructure.A 2024 WB survey finds that 75 percent of businesses in Viet Nam's major export sectors such as garments and electronics are operating in areas frequently exposed to extreme heat, putting 1.3 million workers in vulnerable conditions.Without timely adaptation measures, climate change could cost Viet Nam up to 12.5 percent of GDP by 2050, compared to baseline scenarios, and this therefore would pose a serious threat to Viet Nam's goal of becoming a high-income country by 2045.In response to the growing threat of climate change,&nbsp; Viet Nam must act now to safeguard land, communities, and infrastructure from climate-induced shocks.WB recommended that Viet Nam begin implementing early adaptation measures, underlining the importance of creating supportive mechanisms and policies that encourage both businesses and citizens to actively respond to climate risks. Once viewed primarily as a supplementary component, this sector is now recognized as a key pillar of Vietnam’s market economy.To turn this vision into reality, tax policy has been designated as a catalytic tool—relieving cost burdens, boosting capital accumulation, enhancing technological innovation, and supporting business expansion.A notable highlight of the Resolution is the policy to reduce land rental fees by at least 30% for the first five years for high-tech enterprises, small and medium-sized enterprises (SMEs), and innovative startups operating in industrial zones, clusters, and technology incubators. This move aims to ease initial financial pressures, enabling companies to scale up operations, invest in equipment, and increase productivity.The exemption of business license fees starting from January 1, 2026, along with the waiver of fees related to the issuance and renewal of official documents during government restructuring processes, also contributes to lowering unofficial business costs. These are practical reforms that simplify administrative procedures, allowing businesses to focus resources on core production and commercial activities.Particularly noteworthy are the breakthrough tax incentives for innovative enterprises—those expected to lead Vietnam’s digital economy and technological transformation. Innovative startups and their supporting organizations are granted full corporate income tax exemptions for the first two years, followed by a 50% tax reduction over the next four years on income derived from innovative startup activities.Additionally, income from the transfer of shares or capital contributions by innovative startups is exempt from both personal and corporate income tax. This measure creates a favorable mechanism to attract investment and strengthen the financial capacity of startups.The Resolution also includes tax incentives for experts and scientists working at startups, research centers, and innovation hubs: Two years of personal income tax exemption, followed by a 50% reduction for the next four years. This is a crucial incentive for attracting top-tier talent and specialists, thereby boosting R&amp;D capabilities and accelerating the commercialization of high-tech products.Another bright spot in the Resolution is the provision allowing businesses to allocate up to 20% of taxable income to funds dedicated to science and technology development, innovation, and digital transformation. Furthermore, companies are permitted to count 200% of R&amp;D expenses as deductible when calculating corporate income tax. This serves as a powerful incentive for enterprises to ramp up investment in R&amp;D, create high-value-added products and technologies, and improve global competitiveness.Moreover, the State will support micro and small enterprises, as well as individual business households, by providing free access to digital platforms, shared accounting software, and consulting services in legal, tax, accounting, and human resources.
