According to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, the Australian Anti-Dumping Commission (ADC) issued a notification on December 16, 2025, regarding the partial termination of its anti-dumping investigation into hot-rolled deformed steel reinforcing bar imported from Indonesia, Malaysia, Thailand, Turkey, and Vietnam.The investigation was initially launched on September 24, 2024, following an application filed by InfraBuild NSW Pty Limited under subsection No.269TB(1) of the Customs Act 1901. Based on the investigation findings, a review of the case files, and submissions from interested parties, the ADC decided to terminate the inquiry regarding specific enterprises from the subject countries, including Vietnam. Specifically, the commission determined that while one Vietnamese enterprise had engaged in dumping, the calculated dumping margin was less than 2 per cent of the weighted average export price. Under Australian regulations, this margin is classified as negligible, or de minimis. However, the Trade Remedies Authority of Vietnam noted that while the probe has been concluded for the specified enterprises, the anti-dumping investigation into hot-rolled deformed steel reinforcing bar remains active for other exporters and nations subject to the inquiry. In accordance with Australian law, the applicant, InfraBuild, retains the right to seek a review of the termination decision by submitting a formal application to the Anti-Dumping Review Panel within 30 days of the notice’s publication.Although the ADC has terminated the investigation for one Vietnamese exporter, which was identified as the largest shipper of the subject goods during the investigation period, the Trade Remedies Authority of Vietnam has advised continued vigilance. This caution is particularly relevant given the possibility that the applicant may petition the Anti-Dumping Review Panel to reconsider the ADC's termination decision.&nbsp;Furthermore, relevant Vietnamese steel manufacturers and exporters are urged to closely monitor the remaining stages of the proceedings. The authority recommended that these entities proactively cooperate with Australian investigators by providing complete information when requested and maintain tight coordination with the Trade Remedies Authority to manage any emerging issues. In particular, Conclusion Notice No. 35-TB/TGV dated July 11, 2025, of the Central Steering Committee’s Working Group on science, technology, innovation and digital transformation assigns ministries to restructure administrative procedures and provide online public services under a centralized model integrated with the National Public Service Portal.Under this approach, the central level builds the system, while localities exploit and use it in a unified manner ensuring consistency, convenience for citizens and businesses, cost savings, avoidance of duplicate investments, and overcoming fragmented, decentralized local systems.Implementing this mandate, the MoIT conducted field surveys in localities and assigned the iDEA, in coordination with VNPT, to develop the centralized administrative procedure information system in full compliance with guidelines under Official Dispatch No. 5721/BKHCN-CDSQG dated October 17, 2025, of the Ministry of Science and Technology on system architecture at ministerial and provincial levels.To date, the MoIT has completed the standardization of 277 administrative procedures under its decentralized authority and deployed them uniformly on the Ministry’s centralized system.The system is designed with a clear objective: establishing a shared platform at ministerial level for nationwide use, moving toward a single workflow, a unified set of electronic forms, and a centralized data system that is accurate, complete, clean, dynamic, and consistent. Electronic forms are designed once and applied nationwide, while any regulatory updates or data adjustments are implemented centrally across the sector.Data generated throughout the processing of administrative procedures are centralized, gradually forming a comprehensive industry and trade database. This lays the groundwork for reducing and replacing paper-based dossiers and enabling seamless integration with the National Public Service Portal under a “national digital one-stop-shop” model.Clarifying governance roles in the centralized modelAlongside clarifying the overall model and technical platform, the conference focused strongly on local-level implementation considered the decisive factor for effective system operation. It is also a core requirement for ensuring the effectiveness of the “central build - local use” model.The unit governance framework is built around four main pillars: improving system operational efficiency; ensuring strict compliance with procedures and authority; enhancing provincial initiative; and maintaining complete, accurate, and unified administrative data. These are essential prerequisites for turning administrative data into a valuable resource for management, supervision, and administrative reform.Training content focused on helping administrators operate all key system components in a synchronized manner from organizational structures, user and time management, to data standardization of administrative fields, procedures, and workflows ensuring smooth, unified operation that meets practical management needs.Key elements such as agency directories, user lists, working time management, sector classification, and workflow configuration were highlighted as critical technical factors enabling automated deadline calculation, progress tracking, and compliance monitoring. These elements form the basis for enhancing transparency, accountability, and service quality for citizens and businesses.At the conclusion of the conference, the MoIT urged local authorities to promptly complete preparation tasks, actively participate in the pilot operation phase, and provide timely feedback on challenges, ensuring smooth and synchronized nationwide operation of the centralized administrative procedure information system from January 1, 2026.Beyond equipping officials with technical skills, the training conference underscored the MoIT’s determination to transform administrative procedure management from a fragmented model to a centralized, data-driven approach. On December 15, at the headquarters of the Ministry of Industry and Trade, Deputy Minister Nguyen Hoang Long held a working meeting with representatives of the International Renewable Energy Agency (IRENA).At the meeting, IRENA announced that Vietnam had officially become a member of the agency as of November 7, following the completion of accession procedures in accordance with its regulations. The chief economist called on governments across the region to continue fostering open trade and investment to sustain growth momentum.ADB cautioned that risks to the region include renewed trade tensions, financial market volatility, geopolitical strains, and the possibility of a deeper-than-expected downturn in China's property sector.HSBC recently upgraded Viet Nam’s 2025 and 2026 growth forecast to 7.9 percent and 6.7 percent, respectively, the highest in ASEAN. UOB raised Viet Nam's growth forecast to 7.7 percent in 2025, while Standard Chartered predicted that the Vietnamese GDP growth would accelerate to 7.5 percent in 2025 and 7.2 percent in 2026./.

Large projects in telecommunications, banking, agriculture, energy and food processing are operating effectively, generating employment and contributing to socio-economic development in both countries.Between 2021 and 2025, the Lao Government granted investment licenses to Vietnamese projects worth US$4.3 billion. Vietnamese enterprises contribute an average of US$200 million annually to the Lao state budget through taxes and other financial obligations.Bilateral trade has surpassed targets set by the two countries' leaders, with both sides working toward raising trade turnover to US$5 billion in the coming years. However, only the Phu Quoc casino became operational, opening its doors in January 2019. Under Decree No. 03/2017, this pilot phase was to conclude in January 2022.In 2022, the Ministry of Finance proposed extending the Phu Quoc pilot until the end of 2024, citing the COVID-19 pandemic's adverse impact on casino business performance and arguing that the initial trial period was insufficient to evaluate the policy's effectiveness.In May 2024, the Politburo agreed to extend the Phu Quoc pilot through the end of 2024. For the Van Don project, the trial period will last three years from the date its casino business officially begins.&nbsp;Viet Nam is home to nine casinos of which the rest of six others are still only open to foreigners, with the government maintaining a tight control over gambling.Under Decree 03/2017, Vietnamese gamblers must be at least 21 years old, possess full civil capacity and financial capability, and purchase entry tickets. Players must prove a monthly income of at least VND10 million (US$379) or fall under the third personal income tax bracket or higher under the Law on Personal Income Tax.

Minister of Industry and Trade Nguyen Hong Dien presents a Government report on the draft Resolution of the National Assembly regarding mechanisms and policies to address obstacles to national energy development for the 2026-2030 period.Removing practical bottlenecksOn the evening of November 24, during the 51st session, the National Assembly Standing Committee discusses the draft Resolution, which aims to remove institutional and policy bottlenecks and ensure national energy security, contributing to the successful implementation of the socio-economic development strategy for 2026-2030 and the sustainable development goals.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2025/11/25/screenshot-2025-11-25-142758-14372695.png" alt="Minister of Industry and Trade Nguyen Hong Dien delivers remarks."></figure>Minister of Industry and Trade Nguyen Hong Dien delivers remarks.According to the Government’s report, Resolution No. 70-NQ/TW sets the requirement that all institutional bottlenecks hindering the energy sector's development must be resolved within 2025, making the issuance of the Resolution both necessary and urgent.Presenting the proposal, Minister Dien states that, in line with the Law on Promulgation of Legal Documents and Resolution No. 70-NQ/TW, the Government submitted Report No. 1043/TTr-CP on November 11, 2025, asking the National Assembly Standing Committee to consider a draft Resolution on mechanisms and policies to address obstacles to national energy development for 2026-2030 under a simplified procedure.Regarding adjustments to the national power development master plan and provincial power supply plans (Chapter II), Minister Dien notes that the Law on Planning lacks flexible mechanisms for adjustments, leading to project delays. Many provinces propose adding substations, transmission lines and connection plans to meet rising power demand, but the absence of flexible adjustment provisions has created bottlenecks. The draft Resolution therefore specifies principles, grounds, procedures and authority for flexible planning adjustments.On investment in power projects (Chapter III), the Minister emphasises that projects already included in the power development master plan are exempt from investment policy approval procedures, except for those under the National Assembly’s authority, medium- and low-voltage grid projects, urgent power projects and offshore wind projects. The draft Resolution also provides for replacing investment policy approval decisions for certain energy business projects not subject to land auction or investor bidding.For transmission grid projects in the master plan, provincial People’s Committees assign enterprises wholly owned by the State or their wholly owned subsidiaries as project investors. The draft also allows exemptions from operational years and financial reporting requirements when borrowing ODA funds, and prioritises capital allocation to increase the charter capital of the National Load Dispatch and Electricity Market Operations Company (NSMO), a newly established State enterprise operating in a monopoly sector.More effective implementation of direct power purchase mechanismsOn offshore wind power (Chapter IV), the draft provides regulations on survey costs, investment proposal procedures and provincial authority for investment policy approval based on project power collection points. It also assigns the MoIT to publish survey and project areas and establishes mechanisms to designate large, reputable State-owned or Vietnamese enterprises to implement large-scale offshore wind projects linked with national defence, security and sovereignty protection. Additional rules define project location determination and enhance incentives for offshore wind development.On direct power purchase (Chapter V), the draft expands eligibility for electricity retailers in industrial parks, economic zones, export processing zones, high-tech parks, concentrated IT zones and hi-tech agriculture zones to participate directly in the mechanism. It clarifies that electricity prices under direct power purchase will be negotiated and agreed upon by the parties.Regarding investment in oil, gas and coal projects (Chapter VI), projects classified as nationally important or urgent are exempt from investment policy approval, except for those under the National Assembly’s authority and projects using public investment. The draft also allows replacement of investment policy approval decisions for certain key projects. Provincial People’s Committees may assign State-owned enterprises or their wholly owned subsidiaries as investors for important or priority oil, gas and coal projects listed in the national energy master plan.On petroleum national reserves (Chapter VII), the draft focuses on mechanisms and policies to address obstacles in the Law on National Reserves related to petroleum storage, improving the effectiveness of national petroleum reserve management.Chapter VIII outlines implementation provisions, including mechanisms for handling delayed energy business projects and post-inspection responsibilities.Reporting on verification, Chairman of the Committee for Economic and Financial Affairs Phan Van Mai affirms the necessity of submitting the Resolution to the National Assembly at its 10th session. The draft dossier has been reviewed against relevant legal documents, including about 12 laws and one ordinance.<blockquote>National Assembly Vice Chairman Vu Hong Thanh emphasised that the National Assembly Standing Committee highly appreciates the responsibility, proactiveness and close coordination among drafting and verifying agencies. The two Sides support the centrality of the Association of Southeast Asian Nations (ASEAN) and the crucial role of the African Union (AU), and agree to seek the means to strengthen the collaboration among Asian and African nations and South - South cooperation. Viet Nam reaffirms its support for South Africa in enhancing coordination with ASEAN and its Member States, particularly in areas aligned with the interest, potential, and strength of each country. South Africa supports Viet Nam in bolstering cooperation with and making substantive contributions to the AU's 2063 Agenda.DEFENSE AND SECURITY COOPERATION8. The two Sides agree to enhance bilateral defense and security cooperation commensurate with the strategic level of bilateral relations by stepping up delegation exchanges. Both Sides will also engage in closer collaboration in training, defense industry, UN peacekeeping operations, and response to non-traditional security challenges.9. The two Sides remain committed to regularly implementing the Deputy-Ministerial-level Defense Policy Dialogue, increase academic exchanges among defense and security academies and research institutes, expedite the negotiations and signing of new agreements between relevant agencies, enhance information exchange in areas pertaining to security and public security, and advance cooperation in such fields as cybersecurity, high-tech crimes, drug trafficking, and transnational organized crimes.ECONOMIC, TRADE, INVESTMENT, AND TOURISM COOPERATION10. The two Sides pledge to bolster economic cooperation, which has been a key pillar in the Viet Nam - South Africa Strategic Partnership. Both countries will work towards breakthroughs in two-way trade and investment growth, ease market access, and support enterprises to expand investment and using each other's market as gateways to their respective region through the network of FTAs of ASEAN, the African Continental Free Trade Area (AfCFTA), and other regional FTAs.11. The two Sides are committed to promoting an enabling, transparent, fair, and non-discriminatory environment for trade, investment, and tourism cooperation, and encouraging further exchanges among businesses. Both Sides will also strive to establish direct flights to each other's cities.12. The two Sides stand ready to effectively implement existing cooperation arrangements, both bilaterally and multilaterally, and to explore the establishment of new cooperation frameworks in specific areas pertaining to trade, investment, and tourism. In this regard, both Sides reaffirm their commitment to convening regular meetings of the Joint Trade Committee (JTC) as a mechanism to advance and monitor bilateral economic cooperation. Furthermore, both Sides pledge to work closely together on economic matters of mutual interest within international organisations of which both are members.13. The two Sides agree to review existing and negotiate new cooperation agreements, thereby laying the necessary legal foundation for bilateral collaboration across the board.COOPERATION IN INDUSTRY, ENERGY, MINERALS, AGRICULTURE, ENVIRONMENT, INFRASTRUCTURE, AND TRANSPORTATION14. Both Sides are committed to strengthening cooperation in minerals, mining, manufacturing, supporting industries, and oil and gas services, as a new impetus to advance bilateral ties. The two nations will also strive to enhance energy cooperation to accelerate the transition to renewables in each country, with focus given to the efficient use of energy, cutting of emissions, and manufacturing of electric vehicles, serving the practical development needs of each country.15. The two Sides agree to enhance South-South Cooperation and to promote collaboration in agriculture, forestry, aquacultural cultivation, fishery, processing of agricultural produces, circular economy, resource and environmental management, climate action, preservation of biodiversity, and protection of wildlife.16. The two Sides also agree to work closely in infrastructure construction, and in maritime and aviation services.COOPERATION IN SCIENCE, TECHNOLOGY, INNOVATION, DIGITAL TRANSFORMATION, EDUCATION, AND TRAINING.17. The two Sides will step up cooperation programs in digital transformation, circular economy, artificial intelligence (AI), and green technology.18. The MoIT is also implementing a Prime Minister-approved project to combat fake, substandard, and low-quality goods traded online.Regarding enforcement, market surveillance forces play a core role. Local authorities have been working closely with other functional agencies such as the police and customs to intensify inspections and supervision.“We have carried out many regular and continuous inspections. Earlier this year, under the Prime Minister’s direction, a peak campaign was launched nationwide, helping prevent and handle multiple violations. However, the ministry views this as an ongoing mission, not a temporary effort,” Deputy Minister Nguyen Sinh Tan stressed.Third, on the responsibilities of e-commerce platform operators, he noted that under existing regulations, platform owners must verify the origin and authenticity of goods listed for sale, ensuring proper invoices and documentation.They are also required to establish mechanisms for checking and tracking goods during delivery to protect consumers. If counterfeit or imitation products are detected, platforms must remove the offending sellers within 24 hours.While e-commerce activities take place in the digital space, physical goods are still traded and delivered, Tan said, underscoring the need for authorities to focus inspections on warehouses and production facilities linked to counterfeit goods.“We are encouraged by the strong growth of e-commerce, which shows that consumers have confidence in this business model,” said Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan.
